We know from agents’ feedback that you would like to be able to send
in supporting documentation at the time that you file SA returns online for
some of your clients.

Working Together issue 26 has been posted
to our website today
In our last issue we told you that we would no longer send out paper copies
of Working Together and that we would only provide a web-based version.
At the moment, we are providing PDF and HTML versions of the publication. The website addresses quoted in the articles can be accessed only by selecting the HTML version. We are looking at ways to improve the Working Together pages of our website and, in the meantime, welcome your comments. Please contact Greig.Rattray

An important message for agents - form
64-8 has been re-designed
We have re-designed the form 64-8, which enables customers to authorise agents
to act on their behalf when dealing with HMRC. Agents do not need to take
any action now in respect of existing client authorisations, but should be
aware that the form has changed.
We have made the form clearer and easier to use for agents, their clients and HMRC. We have taken account of the feedback we’ve received through Working Together and consulted with representative bodies such as the ICAEW and CIOT in redesigning the form.

Our secure notification system has changed. To get an email prompt telling
you that there are online notices and reminders for you to view, just tell

Issue 24 Correction
In the article "Recording Deferment of Class 4 NI Contributions on the
SA Return" we said "Because deferment has not been noted on the,
Class 4 NICs have been paid at the full rate of 8% instead of the 1% rate
that should have been paid". It should read "Because deferment has
not been noted on the Return..."

PAYE End of Year Internet service unavailable
1 March to 5 April
On 1 March, we will be temporarily withdrawing the part of our PAYE Online
for Employers - Internet service that allows employers and agents to file
Employer’s Annual Returns (P35 and P14s).

View Access Replaces Secure Mailbox
Agents who already use our PAYE Online service to do such things as send and
receive forms and returns over the Internet, will know that when they register
for and activate the service, we set up a Secure Mail Service.

The agent authorisation process is not instantaneous, whether you use form
64-8 or the online agent authorisation service.
Agent authorisations and HMRC business
Since the creation of the new Department, HM Revenue & Customs, we have
been working to bring our procedures and forms together to give our customers
a more joined up service.
Forms handled by CAAT
The Central Agent Authorisation Team (CAAT) at Longbenton handles most paper
forms 64-8 (and CWF1s) for self-employed individuals.

Self Assessment (SA) Online Filing for Agents
There are now over 16,000 agents signed up for HMRC’s SA Online service
and they have by the end of December 2005 already filed over 600,000 Returns
via the Internet.

Recorded Delivery
HMRC have confirmed that it is Departmental policy to sign for items sent
into the Department by recorded delivery. The main point to recorded delivery
is that a signature is received upon delivery so that the sender has proof
of delivery.
HMRC will not be issuing receipts for hand delivered SA Returns -
Update 22 December 2005
We would like to draw your attention to HMRCs policy not to issue receipts
for hand delivered Returns, this policy includes the delivery of CTSA and
ITSA Returns.
Form 42 – Update
In his Pre-Budget Report the Chancellor announced revision of the rules on
reporting of employment-related securities.

website interface and the SA system that is causing a delay in the update
of client lists.
