Recent media coverage on backlogs in Revenue
Offices
There has recently been a lot of comment on accountancy websites about the
Revenue workstate. Last weekend (23/24 November) there were articles in the
Guardian and Sunday Times which made a link between backlogs of work in Revenue
Offices and the Working Together website article on the Review of Contact
by Post. The inference was that we only launched the review and asked for
agents' feedback in response to criticism. In fact the Review of Contact by
Post began some time ago.

Capital Gains Tax Simplification
The Chancellor announced a Capital Gains Tax (CGT) simplification package
in the 2002 Budget. Working Together would like your feedback on any issues
about our procedures, forms, guidance and advice, in order to simplify the
CGT procedures.

SA Agents - Changed details
It would help us to provide a better service to you and your clients if, when
writing to your client's Revenue Office, you would mark any correspondence
notifying them of changes to your name, address or telephone number "For
the Attention of the SA Agent Maintainer". This will help to ensure your
changes are noted on the SA system as quickly as possible.

Working Together: Internet Corporation Tax services for agents
We are currently working with a number of agents to make sure that the new
service that enables agents to view details of their client companies' payments
and liabilities on-line provides the information that is required. In anticipation
of making this service available to all agents later this year, the Revenue
is about to start writing to all agents who act for companies, advising their
Agent Code and providing a list of all known clients.

Agent's Copies Of Notices Of K Codes
Since April 2002, following consultation with agents and their representative
bodies, the Inland Revenue have issued copies of coding notices to agents.
Up to now that has been going smoothly.
Unfortunately, during the annual budget re-coding exercise, we have issued some copy notices to agents showing neither the name of the client nor the agent's reference number. The copy notices affected are all cases where the client has been issued with a 'K'code. No other cases are involved.
We will be re-issuing the copy notices to correct the mistake. The fresh copies should be issued by 21 June and will therefore reach agents shortly afterwards. We will also be including a note of apology in each case.
We are sorry for the error and the extra work it has caused.

with the compliance service provided by local offices.

One Person Company Dispensations.
We have updated both our published leaflet on dispensations (IR69 Expenses
payments and benefits in kind. How to save yourself work) and the guidance
in the Schedule E manual (SE30059) as published under Open Government. This
makes it clear that a dispensation may be considered for controlling directors
who decide their own expenses provided the expenditure is vouched by independent
documentation

2000/2001 Self Assessment Return First
Fixed Late-Filing Penalty.
Last year agents raised several concerns about penalty notices. The main concerns
were about penalty notices issued in error and penalty notices that were correctly
issued but the penalty was subsequently capped. In light of those concerns
we deferred the computer run for issuing the notices for two months. We will
now issue the notices on 26 April.

Issue 8 of the Working Together Publication is now available. This edition
includes an article on the Joint Review of ITSA Enquiries and the framework
within which the ITSA enquiries will be worked and to which professional advisors
will be encouraged to adhere.
