Choosing HMRC recognised PAYE software

From 6 April 2013 all employers (or their accountant, bookkeeper or payroll bureau) will need payroll software so that they can report PAYE information to HM Revenue & Customs (HMRC) in real time.

You can send your PAYE reports online using HM Revenue & Customs' free Basic PAYE Tools, which is designed for employers with nine or fewer employees, or by choosing a commercial payroll software product. There are various products available to help you manage your PAYE responsibilities. Below is a list of software products that have been tested and recognised by HMRC. HMRC update this list regularly as HMRC test and recognise more products.

HMRC can't recommend one product over another, but if you decide to use software that has been recognised by HMRC, it will give you the reassurance that it has been tested by HMRC.

The PAYE Recognition Scheme - what it does and what HMRC have tested for

HMRC works with commercial software developers, who submit their products for testing.

HMRC have tested all the products listed above and can confirm they are able to correctly send to, or receive from, HMRC valid PAYE real time reports throughout the tax year. This does not mean they operate payroll calculations, only that they support your requirement to submit your payroll information online and in real time. Not all software includes all submission types but the following submission types, if available, are tested:�

Full Payment Submission (FPS)
Employer Payment Summary (EPS)
Employer Alignment Submission (EAS)
NINO (National Insurance number) Verification Request (NVR)
retrieve National Insurance number verifications online

Products which provide a level of payroll functionality

If you're looking for software that will also help you to manage your payroll as well reporting to HMRC electronically, you should check the listing to see if the product has 'Basic payroll values checked'. This means that, when the software developer has submitted to HMRC a sample set of data related to PAYE tax, National Insurance contributions and statutory payments, the software has handled these correctly for the sample data provided.

The testing can't guarantee that the software will work with every payroll situation that your business has to deal with, nor can it test whether the software is easy for you to use. Only you can decide these things.

Deciding which PAYE software is for you

HMRC can't recommend one commercial software product over another. But choosing a software product that's been recognised by HMRC can give you some reassurance that it has specific functionality, as outlined above.

Equally, HMRC can't give you support for commercial software products. If you have any difficulties or queries, you should take these up directly with the software developers or suppliers. And HMRC isn't responsible for any loss, damage, expense or cost that arises from you using commercial software.

The listings above show you which products have been recognised by HMRC, and are split by whether the products are free or paid for, with each arranged alphabetically by the developer's or supplier's names. HMRC isn't responsible for, and doesn't necessarily endorse, any views expressed on commercial software providers' websites or promotional material.

PAYE software and security

HMRC can't test the security of commercial PAYE software - if you have any questions about security, you should take those up directly with the supplier.

The suppliers have provided the contact details in the tables and HMRC cannot therefore guarantee that they are correct or assist if you are unable to contact them.

And if you want to use a digital certificate, you should check with the supplier whether the software you're considering will support it.
