CASH Terms of reference

The forum has three main objectives:

  • To establish a clear focus for identifying and responding to both parties requirements.
  • To improve the delivery and customer utilisation of HMRC e-services through collaborative working.
  • To provide a centralised mechanism for the identification and where appropriate anticipation of strategic, technical and service support issues, across HMRC services, which will affect both parties and ultimately mutual customers. Strategic issues can be identified as those which relate to the over-arching position being adopted by either party which if left unresolved may impact the long term goals of either or ultimately all of the parties involved.

Forum membership and meetings

  • The permanent membership of the forum will be drawn from senior stakeholders within HMRC and representatives of the software industry Bodies; Association of Freight Software Suppliers (AFSS), British Computer Society (BCS), Business Application Software Developers Association (BASDA), Inland Revenue Electronic Exchange Network (IREEN), Legal Software Suppliers Association (LSSA) and the e-Conveyancing Liaison Group.
  • The Forum will normally meet quarterly, with extra meetings if required by all members. HMRC will produce minutes of the meeting for all members and for publication on the HMRC website. The Forum may also sponsor working groups to look at particular issues (generally for a limited period to suit the business need) and report back to the main body.
  • The group will be chaired by a senior official from HMRC.
  • HMRC will give at least six weeks notice of Forum meetings and invite agenda contributions from members, following which a draft agenda will be issued. The final agenda will normally be circulated at least five business days before any meeting.
  • Action points will be recorded by the secretary, and representatives will be advised of progress by email between meetings. Issues and Action logs will be maintained and kept up to date between meetings. Rationale will be given to support answers provided.
