Stamp Taxes Online Registration and Enrolment
Registering and enroling for the online service is a straightforward process that involves a number of safeguards designed to protect your privacy - much like the process you would go through to register for Internet banking. The following instructions will guide you through what you need to do.

I have a HMRC User ID and Password - Organisation
If you are already registered and enrolled to use another HMRC Online Service, you can enrol for Stamp Taxes Online using your existing User ID and Password. This is a very quick and easy process as follows:
- Go to our website and select ‘Stamp Taxes’ from the ‘do it online’ menu.
- Select the ‘Welcome to Online Services’ link
- Enter your User ID and Password and select ‘Login’.
- Choose Stamp Taxes byselecting the ‘Enrol ’ link
- Select the type of ‘user’ you are, either:
- A Limited Company registered with Companies House
- A Partnership or Trust under Self Assessment
- Self employed under Self Assessment
- You will then be asked to enter either:
- Your Companies House Registration Number
- Your Partnership or Trust Unique Taxpayer Reference
- Your Self Assessment Unique Taxpayer Reference
- Once entered, you will be presented with a successful enrollment screen which displays your new Stamp Taxes Online Reference Number (STORN).
You can now start to complete land transaction returns, but you will only be able to submit them to HMRC when you have received an Activation PIN which you should receive within 7 days of adding the service. When you receive the Activation PIN, log back in to the service and select the ‘Activate service’ link and follow the on-screen prompts.
Once the service has been activated you can destroy the Activation PIN as you will not need it again.
I have a HMRC User ID and Password - Agent
If you are already registered and enrolled to use another HMRC online service you can register for Stamp Taxes Online using your existing User ID and Password. This is a very quick and easy process as follows:
- Go to our website and select ‘Stamp Taxes’ from the ‘do it online’ menu.
- Select the ‘Welcome to Online Services’ link
- Enter your User ID and Password and select ‘Login’.
- Choose Stamp Taxes by selecting the ‘Enrol ’ link.
- Select the type of ‘user’ you are, either:
- A Limited Company registered with Companies House
- A Partnership or Trust under Self Assessment
- Self employed under Self Assessment
- You will then be asked to enter either:
- Your Companies House Registration Number
- Your Partnership or Trust Unique Taxpayer Reference
- Your Self Assessment Unique Taxpayer Reference

I am a new HMRC Online User

- Select the ‘Welcome to Online Services’ link
- Select ‘Register’ under ‘New users’ and choose
either the ‘Organisation’ or ‘Agent’ link. You will
then be given a choice of services to register and enrol for. Choose ‘Stamp
Taxes Online’. The next screen will tell you what information you
will need to continue with registration. For Stamp Taxes Online this will
be either:
- Your Companies House Registration Number
- Your Partnership or Trust Unique Taxpayer Reference
- Your Self Assessment Unique Taxpayer Reference
Five Step Registration Process
You will then be guided through a five-step registration and enrolment process, with indicators of where you are at the top of the screen as you progress. The five steps are as follows.
Step 1 Accept Terms and Conditions
You will be able to view our Terms and Conditions and will need to accept them before you can continue the registration process. .
Step 2 About you Enter details about you:
- your full name
- Email address
Step 3 Create password
Create a Password that you can remember as you will need this every time you login to use the online service.
Step 4 Note User ID
A User ID will now be displayed on screen. You should also receive by post, confirmation of your User ID on a handy card. Keep this safe as you will need it along with your Password every time you login to the online service.
Step 5 Enter details
Select the type of ‘user’ you are, either:
- A Limited Company registered with Companies House
- A Partnership or Trust under Self Assessment
- Self employed under Self Assessment
You will then be asked to enter either:
- Your Companies House Registration Number, or
- Your Partnership or Trust Unique Taxpayer Reference, or
- Your Self Assessment Unique Taxpayer Reference, and
- Your postcode
Once entered, you will be presented with a ‘Registration and Enrolment summary’ screen which displays your new Stamp Taxes Online Reference Number (STORN).
You can now start to complete Land Transaction Returns, but you will only be able to submit them to HMRC when you have received an Activation PIN which you should receive within 7 days of adding the service.
When you receive the Activation PIN, log back in to the service and select the ‘Activate service’ link and follow the on-screen prompts.
Once the service has been activated you can destroy the Activation PIN as you will not need it again.
