SDLT: CD Rom and Bar-coded returns

As we explained on 1st October, we no longer issue copies of the HMRC CD ROM. Returns submitted by this method that fail to scan are being sent back to customers. From 1 December 2007 we are extending this approach to all bar-coded returns that fail scanning.

Returns can fail to scan for a variety of reasons, including:

  • no effective date;
  • lack of signature;
  • poor quality barcode;
  • handwritten amendments.

If a failed return (whether on CD ROM or on barcoded forms) is sent back, HMRC will keep any payment and bank the money. Customers will be sent:

  • a letter highlighting the reason(s) why the return has been rejected;
  • a Green and White (paper) return for completion. This will have a special code and use the original UTRN, so that we can match the new return to the banked payment.

It is vital that you complete and submit returns for any failed transactions to Netherton as soon as possible - because if they are received more than thirty days from the effective date penalties may be charged.

The fastest, most efficient way to file future land transaction returns is to use online filing, available though commercial software providers or Stamp Taxes Online.
