2D barcoded land transaction returns

Update on process change

On 16 March we told you that from 1 June 2007 we would stop manually keying 2D barcoded returns that failed scanning and send them back to customers (where possible explaining why the form did not scan.) Since 19 March 2007 we have been writing to those for whom we key a return, explaining that the service will be withdrawn.

However, we have been evaluating the impact of the letter on the number of returns needing to be manually keyed and have noticed that the numbers of unscannable forms still remains high. As a result, we will be working with commercial software providers to investigate the detailed reasons for this. Until we know more, we will continue to manually key the forms and write to customers explaining that we have done so.

Once we know more about the reasons for scanning failures we will set a new date to start returning these forms – and, of course, give practitioners sufficient notice of this change in process.

This change does not affect submission of manually completed (Green & White) paper forms - only those that are completed using our CD ROM or Commercial Case Management Software products.

Of course, the faster, more efficient alternative to using 2D barcoded forms is to file your land transaction return online. The SDLT 5 certificate is delivered electronically, shortly after successful transmission - and can be printed-off and submitted to the appropriate Land Registry (with the necessary documents) for registration.

Online filing has many other benefits too, including screen-based help and built-in validation’. For more details and a list of software providers, please visit the Stamp Taxes online page.
