Foreword by the Paymaster General
This Exposure Draft from the Tax Law Rewrite Project publishes a third tranche of rewritten draft legislation on employment income together with draft clauses charging pension and social security income. It maintains the Projects commitment to producing rewritten legislation of a very high standard and which is much clearer and easier to use than the current legislation. This is achieved in a number of ways, one of the most significant being the reordering and restructuring of the legislation so that related topics sit together in a logical manner.
Exposure Drafts play a pivotal role in the consultative process. I would like to thank all those who have given a great deal of their time to studying and commenting on the work of the Project. I hope that they will continue to support the Project in this way.
The Projects first Bill, on Capital Allowances, received Royal Assent and came into force earlier this year. I am pleased to say that it has been well received by the tax community. Looking ahead, the intention is that the draft clauses in this Exposure Draft will appear in the Projects first Income Tax Bill. This will be a major milestone in the essential work of modernising our current direct tax legislation.
