The changes are effective from 17 March 1998. Before that date, if you were not resident and not ordinarily resident in the UK you were not liable to capital gains tax on disposals of assets that were not held for the purpose of carrying on a trade, profession or vocation through a UK branch or agency. If you left the UK on or after 17 March 1998 you fall within the new rules for capital gains.
