TQGN2200 - General principles: transmission of data to the Central Tariff Quota Unit (CTQU)

Data sources

TQ claims may be received at the:

  • National Clearance Hub (NCH)
  • National Import Duty Adjustment Centre (NIDAC) - completion of incomplete claims
  • National Duty Repayment Centre (NDRC).

Data to be sent

Send particulars of all claims to quotas which are open or critical. Time limits areoutlined below.

Detailed guidance is given in Table 3 atTQGN3150.

Methods of transmission

  • Customs Handling of Import and Export Freight (CHIEF) Entries
CTQU receives a centrally-produced printout of quota data on the day following acceptance of CHIEF entries. Claims must not be delayed pending, for example, examination of the goods.
  •  CHIEF Messaging

CTQU will accept quota claims via the CHIEF Messaging System and will key the data locally.
  •  EMAIL
CTQU will accept quota claims via email and will key the data locally.

Time limits

Send details of quota claims before 10.00 hours on the working day following the date of acceptance of the goods to free circulation. Claims made on Friday, Saturday or Sunday should reach CTQU on Monday morning. Public Holidays are not working days.

Banding periods

Some Tariff Quotas open at the beginning of each calendar year. These periods coincide with Public Holidays. To ensure equitable treatment, all claims lodged before a previously- announced deadline are considered to have been presented simultaneously. If the volumeof claims within the 'banding period' exceeds the available quota, allocation of reliefis made on a pro rata basis. Similarly, if several claims are made on a normal date ofexhaustion, the same pro rata rule applies.

The claims must be with CTQU by 10.00 hours on the first working day after the banding period.

Local verification

We recommend that you appoint a person who can act as a scrutineer at each CHIEF location who will examine the daily quota reports, investigate errors and omissions and report to CTQU as soon as possible.
