one year old
Any valuation that rests on the issue of a
discovery assessment should (except in goodwill cases) be referred
to the Appeals Team to note via the Team Leader and AD.
Any non-LBS valuation that reaches or is
in imminent danger of reaching the stage of having been open for 18
months or more should be referred to the Appeals Team via the Team
Leader and AD. The only exception to this is an express agreement
from the AD that the case may stay in the hands of a particular
valuer for the time being; and provided that a referral to the
Appeals Team is made if a settlement cannot be reached after a
short interval of time.
Any valuation where the Inspector requests
a valuation for a decision letter or where a decision letter has
already been issued should be referred to the Appeals Team via the
Team Leader and AD.
Any valuation involving a Local Compliance
Appeals Unit should be referred to the Appeals Team via the Team
Leader and AD.
Any valuation involving an avoidance
scheme should be referred to the Appeals Team via the Team Leader
and the AD.
Any valuation where a taxpayer or agent
requests a formal review under the new Tribunal rules should be
shown to the Appeals Team at the earliest opportunity.
