Registers of Scotland (RoS) will introduce their Automated
Registration to Title of Land (ARTL) system in early 2007. It will
gradually be released across Scotland and, during 2007; all
Scottish practitioners will be given the opportunity to apply for a
license. RoS will then visit practitioners to help with the
registration procedure.
Use of ARTL is optional and will be used for ‘whole
registered Titles’ (the most straightforward transactions,
which form the vast majority). Those transactions that fall outside
of ARTL (first registrations, part registrations, leases and linked
leases) can be completed using the existing
Stamp Taxes
Online service.
ARTL will enable:
Online Registration of Title to Land;
Electronic payment of registration fees;
Electronic processing of Stamp Duty Land Tax returns;
Collection of Stamp Duty Land Tax
