Where a purchaser

• is not resident in the UK or has permanently left the UK
• has no assets in the UK

it is not the Board's policy to accept a materially substandard offer merely because of the difficulties of collecting debts.

This would give the purchaser a clearance to return to the UK with impunity.

This is unlikely as the purchaser will probably still own the property, which was the subject of the land transaction return under enquiry.
