If you have to make a submission to CAR Residency in Bootle or in Nottingham your covering memo should [See SE42880]

• state the reason for the submission (for example quote the RG, RE or SE paragraph number)
• summarise the relevant facts
• draw attention to the relevant letters, forms P85 or P86 and so on
• show clearly if (and why) the case needs urgent attention
• attach your file and/or all papers held.

Normally it is not necessary to set out your own views or suggestions
