An immediate pension on early retirement (except for
incapacity) is an unreal concept where the normal retirement age is
very low. A rule which permits early retirement for reasons other
than incapacity should not normally be accepted. Where the normal
retirement age is 50 or more an early retirement rule may be
acceptable but it should be limited to within 5 years of the normal
retirement age.
