Special contributions which have not been fully allowed when
trading ceases will need reallocation. It is a firm principle that
a spread must not be imposed to deprive an employer of the
allowances due to it in respect of the special contributions which
it has paid. This does not mean that
effective relief must be given for the whole
payment; simply that it should be allocated to the period before
cessation.
