PAYE79042 - PAYE operation: targeted review forms: issue review forms (Action Guide)
To issue a targeted review form outside the bulk issue, follow steps 1 - 13 below. The guide is presented as follows

Issue targeted review form screen overview
On the targeted review forms issue forms screen select
- The online issue tick box

- If you want to issue a form immediately for CY-1
- The bulk issue tick box

- If you want the form to be issued next April as part of the annual bulk issue
- The manual issue box

- If the form is being issued manually or from Office Clerical Assistant (OCA) for CY-2 to CY-6

Initial action

Before proceeding, check the Contact History screen to view notes and to check previous actions taken |

View the Indicators screen (PAYE103060) and Address Details screen (PAYE103025) to check if any of the following indicators are set |

If set, a review form should not be issued. One exception to this is in SA cases where it is still departmental policy to issue forms P161. PAYE76095 covers P161 issue in more detail. |

Carry out the checks outlined in ‘Communication with individuals’ at PAYE103105 |

Select Targeted Review Forms ‘Review Status’ screen to view history details of the targeted review forms issued |
Issue a CY-1 review form online outside the bulk issue

Select the ‘Online Issue’ checkbox of the form you wish to issue online for CY-1 |

Note: The P87 form can only be issued with another form. Where you try to issue a P87 form without any other form the following error message will be displayed |

‘A P87 cannot be issued without a R40, 575T or P810’
|

For online issue, the form needed to accompany the P87 is a P810 |

Select the [Submit] button to issue the form. The date of issue will be recorded on Contact History |

Select the ‘Record Issue’ check box for the manual issue of the form and relevant year from the drop down menu on the Targeted Review Forms Issue screen |

Create a manual entry in Contact History to record the action taken, PAYE105016 |

On receipt of the review form log receipt (PAYE79060) and take action in accordance with PAYE79025 |
Select a form for annual bulk issue

Select the ‘Bulk issue’ check box if you require the annual issue of a form in the following April (for example when the CY-1 R40 is processed you think it is likely the individual will remain an R40 claimant) |

Note: The tick box will not remain populated. It is possible to select another form for bulk issue - only the last form selected will be issued so it is important to make a Contact History note |

Only one targeted review form should be sent out to an individual in any one tax year. The exceptions are
- Form P87 which can be issued in conjunction with any other form
- Forms P161 and P161(W) which are not strictly targeted review forms and can therefore both be issued within a tax year
If you try to issue a targeted review form when one has already been issued for the same year (and the undelivered indicator is not set), a warning message will appear
Where you select to issue the form 575T, it will be issued to the individual.
Where you select the 575THUS575T checkbox, form 575T will be issued from the spouse / civil partner’s record addressed to the individual with the spouse / civil partner’s details on it for return. This should be used where there is no PAYE or SA record for the individual. This form is also used for civil partners where one of the civil partners does not have a National Insurance and PAYE Service (NPS) record.
Note: You cannot issue a targeted review form online from NPS if the individual is deceased or has no live employment.
