PAYE68070 - employment maintenance: movements browser: work lists - further action

This Work List contains the further action messages created when

  • The COP record has been updated successfully
  • Online pension notifications have been received from employers
  • The movement of a record is prohibited
  • The movement of a record is inhibited

Where the COP record has been updated successfully these further action messages are the only indication that responsibility for the record is now held in your office. Failure to deal with these work items may delay restoration of cumulative coding which could have customer service implications.

This Work List is been sub-divided into ten categories to enable users and managers to target different types of work. The categories are as follows

  • Review code
  • NT / IB code
  • Review pension code
  • Pension rejections
  • Pension cases
  • Deceased cases
  • Pay / tax discrepancy
  • Review signals
  • Movement prohibited
  • Movement inhibited

The remainder of this subject is presented as follows

Transfer made – Work List items in new office

Transfer inhibition – Work List items in old and new offices

Transfer made – Work List item in old office

Tax Table check printout

Transfer Prohibited – Work List items created

Transfer made – Work List items in new office

When the automatic transfer process has successfully transferred the taxpayer record to the new Processing Office, the record may need to be reviewed clerically in the same way as records which have been transferred using Function MA. The work items created in these circumstances are similar to printouts produced by Function MA and the follow up actions are also similar.

The further action messages can be any of the reasons below

  • The code on the record is a not operated code
  • This is a wk / mth 1 basis code – can you restore cumulation
  • The P45(3) code is NT – review
  • The code on the record does not agree the code on the P45(3)
  • Has the employer been notified of CY+1 code
  • The following signals are on the record
  • INSP (Inspector case)
  • PE (Case is listed for potential enquiry)
  • SPEC (Specialist case)
  • There is a gap of 10 weeks or more between leaving the old employment and starting the new employment
  • Previously an Incapacity Benefit case – review
  • The P45(3) details disagree with the P45(1) details on the record (followed by the P45(3) details)
  • There is uncleared electronic mail – review

For more information on dealing with these Work List items see ‘Acceptance Printouts (Action Guide)’ at PAYE62057.

Transfer inhibition – Work List items in old and new offices

Inhibition Work List items are produced in both the new and old Processing Offices when an automatic request has been made for a record to be transferred, but the record cannot be released from the old office because one or more of the following signals are set on the record

  • PH (An appeal is listed for Personal Hearing by the Commissioners)
  • CNC TXN (Cancelled transaction)
  • UNP TXN (Unprocessed transaction)
  • INSP ONLY (Record only available to an Inspector)
  • NOMVT (Record cannot be transferred)

A P204 record is created and the automatic computer process will continue to RETRY until the inhibition is removed in the old Processing Office. If, after 28days, the inhibition has not been removed a second inhibition printout will be produced telling you to do the transfer using the RETRY facility in Function MA.

The work items produced in these circumstances appear on the Further Action Work List

  • Under the heading of ‘Movement inhibited’

And carry the explanation

  • AN AUTOMATED REQUEST FOR THE RECORD TO BE TRANSFERRED FROM DISTRICT….. – DISTRICT NO / EMPREF 999 / ……. HAS BEEN MADE BUT THE TRANSFER CANNOT TAKE PLACE BECAUSE….

Followed by one of the following reasons

  • PH signal is set - A P204 record has been created
  • CNC TXN signal is set - A P204 record has been created
  • UNP TXN signal is set - A P204 record has been created
  • INSP ONLY signal is set - A P204 record has been created

For more information on dealing with these Movements Inhibition Work List items see ‘Inhibition Printouts (Action Guide)’ at PAYE62058.

Transfer made – Work List item in old office

Where the automatic computer process has successfully transferred the record to the new Processing Office, there may be follow up work for the old office to do. In these circumstances the following message will create a Work List item in the old office

  • The BF signal was set

For more information on dealing with this message see ‘Advisory Printouts (Action Guide)’ at PAYE62059.

Tax Table check printout

To deal with this printout, follow the instructions in ‘Receipt Of Form P45(1) (Action Guide)’ at PAYE61046.

Transfer Prohibited – Work List items created

When a record transfer is prohibited the automatic process creates a prohibition Work List item for clerical review. The reason for the prohibition can be one of the following reasons

  • DECD signal is set – (indicating the taxpayer is deceased)
  • PCESS signal is set
  • OCCPEN signal is set – (indicating the taxpayer is an occupational pensioner)
  • The record found is a P204 record
  • Your DOC..(date). Yours not the latest employment
