The browser can process forms P45(1), P45(3) and forms P46, however there are circumstances where the use of the browser will not correctly update the taxpayer’s record. These are

  • Claimants to Jobseekers Allowance
  • Incapacity Benefit cases
  • Commencement of an occupational pension
  • Forms P46 for Agency workers
  • Forms P45(3)LDN
  • Forms P45(3)LDS

Where these circumstances are obvious from the paper form you should continue to use the existing Functions MA, ML and MS to update the record so that the correct signals can be set on the record.

The Employment Maintenance procedures currently treat Agency workers slightly differently so where these procedures apply the browser would not be suitable for processing forms P45(3) and P46.

Forms captured onto the browser are pre-processed prior to being passed through EDI automatic processing. Some forms will not have all the information necessary to be able to be processed automatically. These forms will fail pre-processing and appear as a rejected Work List items. You may have to process these forms manually using Functions MA, ML and MS.

Where processing of the form fails, a Work List item is created. These Work Lists will be populated by input from EDI, FBI and the browser. All the details from the rejected data input record will be shown on screen together with the reason for rejection. This information will enable you to take the appropriate action to process the form successfully or update the COP record manually.

Once the taxpayer’s COP record has successfully been updated, where there is further action to be taken, acceptance or advisory Work List items will be created for you to review.

Address Compare

Currently where EDI processing identifies that there is a change of address, Early Morning Output (EMO) is produced to enable you to amend the address using the Taxpayer Business Service (TBS). Enhancements have been made to the computer so that these amendments are made automatically. You will no longer have to manually update the TBS record.

The compare of addresses carried out by EDI processing will automatically update the taxpayer’s address where the new address does not match either the current or most recent historical addresses.

The compare will not be able to recognise foreign addresses and there will be a 24 hour delay in applying the update to the COP record.

Work List Summary

A Work List summary has been provided to assist managers and will provide a ‘snap shot’ of work items on the browser at any one time.

Wider Access

There will be occasions when as a user of COP Functions you view records held by another office using Function BG. If you do so, you may be asked what activity you were pursuing at the time. It may be advisable to keep a record of these accesses.

To conform to legislation, HMRC must ensure that computer systems are not being used unless there is a legitimate business need. This applies equally to viewing records as it does to updating them. An audit trail is created each time a user accesses a record and any unauthorised or inappropriate accesses will be considered for action under the Department's Conduct and Discipline rules, and may also constitute a criminal offence.
