PAYE66021 - employment maintenance: bulk transfers: bulk scheme transfer lists - new office (Action Guide)


To deal with lists produced by a Bulk Scheme Transfer, follow steps 1 - 11 below. The guide is presented as follows

Initial action

  1. If the list shows – ‘NO EXCEPTIONS’
  • File the list in the 133M file or P246 file in accordance with your normal office practice

Bulk Transfer List Entry – MAIN RECORD AT

Note: This message is produced as you have a main record for the taxpayer but another main record(s) with the same NINO or temporary reference number exists. NICO Customer Validation Unit (CVU) has validating all NINOs on our databases, so that the correct NINO may be established, or a NINO be allocated, and entered on the taxpayer identification record. In turn, this will be passed to COP, and if appropriate SA. This work continues in respect of newly set up records.

  1. Check for any printout of uncleared electronic mail and pass it to the appropriate officer when you have dealt with the duplicated record

  2. If the entry on the list shows ‘MAIN RECORD AT…..’
  • Use Function TI to check the other record
  1. Use the information to decide whether the records refer to the same taxpayer or different taxpayers

  2. If the records refer to the same taxpayer, decide which record is to continue in use and which is unwanted

Note: Depending on the result of your research, you may also need to consider setting up a new sub source record at your reference

  1. If the main record is yours and no sub source is needed
  • Tell the other office to delete their record using Function TX

And

  • Send you the deletion printout
  • Use Function MR to update the employment record

And

  • Pass it to the appropriate officer to deal with
  1. If the main record is theirs and no sub source is needed
  • Delete your record using Function TX
  • Send a covering memo to the other office together with
  • The deletion printout
  • Any other related papers
  1. If your record should be a sub source record
  • Delete your record using Function TX
  • Send the deletion printout to the other office
  • Use Function MS to set up a sub source record with the correct NINO
  1. If their record should be a sub source record
  • Tell the other office to delete their record using Function TX

And

  • Send the deletion printout to you
  • Set up a sub source record at their reference
  1. When their record has been deleted
  • Note the correct NINO on any Electronic Mail printout

And

  • Pass it to the appropriate officer to deal with
  • Ask Customer Validation Unit (CVU) to correct the NINO on your record
  • Complete form (This text has been withheld because of exemptions in the Freedom of Information Act 2000), which has a combination of tick boxes and text fields
  • Fax the form to CVU (This text has been withheld because of exemptions in the Freedom of Information Act 2000)

Note: CVU will action the request within 48 hours. The form will not be returned to you unless there is a problem with carrying out your request. In that circumstance, a brief explanation will be attached to the form

  1. If the records refer to different taxpayers
  • Contact the other office to find out which taxpayer has been given the wrong NINO

And then

  • If the correct NINO for your taxpayer is not known keep the temporary reference number

Otherwise

  • Note the correct NINO on any Electronic Mail printout

And

  • Pass it to the appropriate officer to deal with
  • Notify Customer Validation Unit (CVU) to restore the correct NINO to your record
  • Complete form (This text has been withheld because of exemptions in the Freedom of Information Act 2000), which has a combination of tick boxes and text fields
  • Fax the form to CVU (This text has been withheld because of exemptions in the Freedom of Information Act 2000)

Note: CVU will action the request within 48 hours. The form will not be returned to you unless there is a problem with carrying out your request. In that circumstance, a brief explanation will be attached to the form
