PAYE66020 - employment maintenance: bulk transfers: bulk scheme transfer lists - new office


Following a scheme transfer you will receive a list headed ‘BULK TRANSFER – NEW DISTRICT EXCEPTION LIST’ to indicate that the records are now at the new reference. The list gives details of any record which the Processing Centre set up under a temporary reference number. This list is produced on your office printer and should be dealt with by the nominated Assistant Officer Grade officer.

The list shows the

  • Employer’s details
  • Number of records transferred including P204 records created

If there are no taxpayer entries, the list shows ‘NO EXCEPTIONS’. Otherwise for each exception it shows

  • The taxpayer's name
  • A dollar sign ($) under the heading UB if it is a Jobseekers Allowance record
  • An asterisk (*) under the heading IC if it is an Inspector case
  • The NINO or temporary reference number from the original record
  • The temporary reference number now allocated
  • One of the following messages to tell you the reason for the entry
  • ‘MAIN RECORD AT........’
  • ‘ANOTHER RECORD AT THIS EMPREF WITH SAME NINO’

And

  • E MAIL, if a mail item has been printed out and deleted from the record

Where the main record is successfully transferred the computer takes the following action

  • It adds the new employment details and if a date of leaving is not present for the ‘old' employment it enters
  • XFER and the last two figures of the current Income Tax year as the date of leaving the ‘old' employment
  • XFER and the last two figures of the current Income Tax year as the date of starting the ‘new' employment
  • If a date of leaving is present for the ‘old' employment it enters
  • This date as the date of starting and leaving the ‘new' employment

And

  • Nature of this employment as DISTRICT REORGANISATION
  • It posts to the ‘new' employment, the pay and tax details present for the ‘old' employment
  • If the transfer is within the same Management Unit and a current year return was issued and not received, it sets the signal for `Employment changed since Return issue'
  • If exceptionally, a taxpayer's main record already exists in your Region with the same NINO or temporary reference number, it allocates a temporary reference number to the record and the case is then entered on the ‘BULK TRANSFER - NEW DISTRICT EXCEPTION LIST’
  • It deletes any uncleared electronic mail from a record allocated a temporary reference number. A printout of the mail item headed ‘BULK SCHEME TRANSFER – TEMP REFERENCE’ is then produced on your office printer
  • If a main record cannot be transferred because of an inhibition, a P204 record is created. This is not done if the signals PCESS or DECD are present on the inhibited record

The old office will tell you when either the inhibition has been removed or the record has been deleted using Function TX so that you can use Function MA to transfer the taxpayer record to your office

  • If there is an agent acting for the taxpayer form P218(T) is issued to the agent showing the
  • New office name
  • Reference number
  • Office telephone number

When your Employer section receive the files and papers from the old office they should

  • Follow the appropriate instructions in PAYE30000 onwards

And

  • Pass the papers for the scheme to the PAYE section who will deal with the list headed ‘BULK TRANSFER - NEW DISTRICT EXCEPTION LIST’
