PAYE31016 - employer records: employer record work lists: employer address RLS (Action Guide)


Note: This Work List is accessible using the EBS Maint(ainer) user role.

To take the appropriate action when there is an entry on the ‘Employer Address RLS’ Work List follow steps 1 - 17 below.

Initial action

  1. Use Function WORKLISTS to
  • Select Work List type ‘Employer Address RLS’
  • Select a work item from that list
  1. Use Function EMPLOYER SCHEME HISTORY to establish any of the following
  • If the employer record holds a cancellation date, delete the work item
  • If you are no longer responsible for the employer record urgently request that the new Processing Office review the employer record, delete the work item
  1. Use Function Employer Summary to check whether the RLS indicator is held against the business address
  • If RLS has been removed delete the work list item

Otherwise

  1. Use Function Employer Notes to determine whether RLS is set for a genuine reason
  • If set for a genuine reason - go to step 5

Or

  • If not set for a genuine reason
  • Review the reason why the employer record was made RLS
  • If this is no longer appropriate remove the RLS indicator, then
  • Delete the work item

Otherwise

  • Go to step 5

Tracing a new business address

  1. Check if other sources show a later address that has not been entered on the employer record. For example
  • Unworked post
  • Early Morning Output (EMO)
  • Employer file
  1. If an agent or payroll agent is acting contact the agent
  2. Contact the CT or SA section responsible for the employer
  3. If the employer record is for a limited company contact one of the directors
  4. Review the employer file to see whether correspondence is signed regularly by one person, and if so, contact that person

Later address found

  1. Amend the business address and update the indicators (and notes if necessary) on the employer record and ensure that all other computers reflect the updated information. For more information see subject ‘Maintain Employer Address’ PAYE21160

Address held is correct

  1. Use Function Amend Employer Summary to remove the RLS indicator from the business address
  2. Delete the work item

Magnetic media employer

  1. If the business address is noted as the correspondence address, use COP Function ED to determine whether the MT6 or the MTPL indicator is held
  2. If so ask the employer to complete a Notification of Changes form (Appendix D in MT1 Booklet) and return it to you
  3. On receipt of the completed form
  4. Forward this to the appropriate Data Centre and note your employer file that this has been sent on

Unable to trace a new business address

  1. If a reasonable period of time has elapsed since RLS was notified and the details have not already been referred to Banking Operations Tracing Unit (BOps TU)
  • Use Function AMEND EMPLOYER INDICATORS to set the INSTIND(1) indicator
  • Send a form RLS104 to the Debt Management Office who will refer the matter to the BOps TU

Providing you have tried every source available to you and a reasonable period of time has elapsed since RLS was known

  • Delete the Work List item
