Background
There are currently four computers that hold a record for each employer
- EBS ( Employer Business Service)
- COP ( Computerisation Of PAYE)
- BROCS ( Business Review Of the Collection Service)
- ECS ( Employer Compliance System)
The creation of an EBS employer record will also trigger the creation of a record on each of the other computers.
Information between computers
Automatic interfaces exist for each computer. The creation of an EBS employer record enables information to pass between computers as follows
- EBS and COP
- BROCS and COP
- COP and ECS
Information will flow automatically between these different computers, however, it is not instantaneous. Information passes between computers at different times although this is usually overnight.
EBS - COP and BROCS
Information can pass either directly between EBS and BROCS or via COP. This may increase the time taken for information to pass through all computers.
Information from BROCS
Information is transferred from the BROCS to the COP employer
record and if applicable on to the EBS employer record when staff
update and / or amend a BROCS record.
The information that has been transferred may or may not
automatically update the employer record. Updates to the employer
record and / or mismatches which fail to amend the employer record
will produce a notification to the Processing Office. This will be
by means of a printout which is part of Early Morning Output (EMO).
Each will be marked as ‘PRIORITY’ and must
receive prompt attention.
Reason for EMO
Early Morning Output (EMO) is produced from the COP computer as an indicator that
- An EBS and / or COP record has been updated
- Clerical consideration is required to determine whether amendment to the EBS and COP employer records is necessary
- A mismatch of information has occurred between COP, BROCS and EBS computers (this can be from any combination)
Types of EMO
There are three types of printouts that are produced
- Exception Printouts
- Update Printouts
- Rejection Printouts
Exception Printouts
An exception printout is produced where the COP and EBS
employer records cannot be updated. This will be where
- There is no live COP or EBS employer record
Or
- The employer reference and / or the Accounts Office reference is not found on the COP record
Or
- The employer record is in the process of being transferred
Update Printouts
You will receive update printouts as a result of amendments
or signals / indicators which staff have entered on BROCS. Each
printout will show the reason for issue.
Where the employer record has been automatically updated the
only action to take will be to ensure the amendment that has been
made was correct. Where the amendment was wrong or the record has
not been automatically updated further action will be needed. The
PAYE24000 menu lists each printout
covered in this section.
Rejection Printouts
You will get rejection printouts where Debt Management &
Banking (DMB) cannot accept information sent from the EBS and COP
employer records. Each printout will show the reason for the
rejection.
You will need to take action to rectify the position. Further
