To set up a new employer record, follow steps 1 - 22 below. The guide is presented as follows

Initial action

When an employer or contractor or their agent contact either the Employer Helpline or responsible office to request a new PAYE scheme the action required will depend on where the call or correspondence is received

  • Calls and correspondence received in the responsible office, go to step 14

Calls received on the New Employer Helpline

  1. If the employer requires a

If a new employer record is required that can be set up by NESI

  1. Use COP Function EI to check whether the employer has an existing employer record
  • If an employer record exists (live or ceased) go to step 4
  • If no employer record is found go to step 5
  1. If an employer record exists, either live or ceased
  • Confirm the details with the caller
  • Ask the caller to contact the responsible office
  1. If a new employer record is required
  • Complete the capture of the employer information on NESI
  • Close the telephone call but leave the NESI record open
  • Use the NESI ‘Get HMIT’ button to find the 3 digit office number
  • Use EBS Function EMPLOYER SET UP to set up employer record by using
  • The information captured on NESI

And

  • The office number
  • From the last screen of Function EMPLOYER SET UP make a written note of the employer reference and Accounts Office reference
  • Return to the NESI screen and enter the employer reference and Accounts Office reference
  • Close the NESI system
  1. If the new employer is a Limited company, partnership or a DOME scheme
  • Prepare and send a NESI fax to the responsible office to enable them to follow up the actions

New employer emails received at the New Employer Helpline

  1. If the employer requires a
  • Scheme type that can be set up by NESI go to step 8
  • Scheme type that is set up in the responsible office, issue the standard response email to advise the new employer to contact their responsible office
  • Scheme type that is set up by a specialist office, issue the standard response email to advise the new employer to contact appropriate office
  1. If a new employer record is required which can be set up by NESI
  • Use COP Function EI to check whether the employer has an existing employer record
  • If an employer record exists (live or ceased) go to step 9
  • If no employer record is found go to step 10
  1. When an employer record exists (live or ceased)
  • Issue the standard response email to advise the new employer to contact their responsible office
  1. When a new employer record is required
  • Check the content of the email to ensure all the new employer details are correctly completed
  • If the email contains incorrect or has insufficient details to set up the new employer record on EBS go to step 11
  • If the email contains all the information required to set up the new employer record on EBS go to step 12
  1. When the email contains incorrect or has insufficient details to set up the new employer record on EBS
  • Issue an email to the employer to request the missing or provide correct information
  1. When the email contains all the information required to set up the new employer record on EBS
  • Complete the capture of the employer information on NESI
  • Use the NESI ‘Get HMIT’ button to find the 3 digit office number
  • Use EBS Function EMPLOYER SET UP to set up employer record by using
  • The information captured on NESI

And

  • The office number
  • From the last screen of Function EMPLOYER SET UP make a written note of the employer reference and Accounts Office reference
  • Return to the NESI screen and enter the employer reference and Accounts Office reference
  • Close the NESI system
  • Issue the standard response email to the new employer to advise them of their employer and Accounts Office reference numbers and inform them that a starter pack (if required) will be issued to them through the post
  1. If the new employer is a Limited company, partnership or a DOME scheme
  • Prepare and send a NESI fax to the responsible office to enable them to follow up the actions

Enquiries received in responsible office

  1. If an employer, contractor or agent telephone you to ask about setting up an employer record and requires a
  • Telephone the Employer Helpline at NESI on 0845 60 70 143

Or

  • Send their new employer details to NESI using the New Employer Helpline email facility
  1. If you receive any other form of communication relating to a new employer or an enquiry from the New Employer Helpline about setting up an employer record for a scheme type that is set up in the responsible office
  • Go to step 17
  1. If you receive any other enquiries passed from the Employer Helpline, where the enquirer needs more information

  • Go to step 20
  1. Use EBS Function EMPLOYER SET UP to set up employer record

Follow guidance in the appropriate Action Guide for the scheme type in this section

  1. Complete and send Notification To NESI Fax Stencil

Note: Do not issue a P24N-1 letter. A NESI 8 letter will be sent with the appropriate new employer pack. If no pack is required a NESI 8A letter will be issued giving details of the employer reference and Accounts Office reference

  1. Complete all the clerical procedures in the Action Guide for the appropriate scheme type in this section of the manual

  2. Use Function WORKLISTS on a daily basis and review the ‘New Employer’ Work List and complete any clerical actions required. For more information see PAYE31021

  3. When a fax is received from NESI stating that a new employer record has been set up for a Limited company, partnership or a Domestic (DOME) scheme type the following additional action should carried out

Limited company and partnerships

  • Use Function WORKLISTS to review the ‘New Employer’ Work List and complete the clerical actions. For more information see PAYE31021
  • Check if the fax includes details of the directors or partners. If the details are included
  • Complete a P510
  • Forward the director details to the Employment Maintenance section
  • Send the completed P510 to the appropriate CT Office or SA section

  • Prepare and issue form(s) P12 to the employer

Starter pack returned RLS

  1. On receipt of undelivered or unwanted NESPs or new contractor pack the responsible office must
  • Follow the guidance at PAYE21220 to establish the correct business address for the employer or contractor
  • Reissue the pack to the correct address
