PAYE104056 - taxpayer records: citizen identification record: information passed from frameworks to COP (Action Guide)
Early Morning Output (EMO headed ‘NINO VALIDATION COP
TAXPAYER RECORD UPDATING’) will be produced where either a
National Insurance Number (NINO) has been changed or an update has
been made to the taxpayer record using the Taxpayer Business
Service (TBS) and the change cannot be applied to the COP taxpayer
database.
On receipt of the EMO follow steps 1 - 9 below depending on
the reason given as to why the change cannot be applied to the COP
taxpayer record.

NO TAXPAYER CAN BE FOUND WITH A MATCHING NINO
- Follow step 2
THE MATCHING RECORD FOUND IS NOT AT THE DISTNO AND EMPREF STATED
- Discard these as confidential waste
UNPROCESSED TRANSACTION FOR THE COP RECORD FOUND
- Follow step 4
UNPROCESSED CODA TRANSACTION PRESENT FOR A D IN E CASE
- Cancel the unprocessed transaction
The update will then be re-applied as part of the re-cycling process. Once the update has successfully been applied to the COP taxpayer record the cancelled transaction can be reworked.
UNCLEARED ELECTRONIC MAIL FOR THE COP RECORD FOUND
- Follow step 6
OUTSTANDING AUDIT RECORD PRESENT FOR A D IN E CASE
- Clear the electronic mail or the outstanding D audit record
The update will then be re-applied as part of the re-cycling process.
OUTSTANDING CODA APPEAL PRESENT FOR A D IN E CASE
- Enter the details to be altered in COP ENOTES
- Set the manual correspondence (MCOTP) signal on COP
- Consider if you need to take any further manual action on the case
- As in all cases where as part of your day to day work you find MCOTP set, you should review the case and establish whether MCOTP was set as a result of an update not being correctly applied to the COP record. If it was you should
- Check whether the update has been applied to the COP record and if it has remove the MCOTP signal from the record
Note: Ensure that you do not remove the MCOTP signal from the record if it has been set for any other reason than as a result of an update not being applied
