PAYE1010 - background: access to records: user roles - general
A user role reflects a particular job, and determines which
functions an individual can access to carry out that job. Each
officer will be allocated those user roles, and the functions
associated with those roles, that are needed. Local management will
allocate user roles to individual operators.
Operators may be allocated more than one user role.

Employer Business Service (EBS)
The Employer Business Service (EBS) has eight user roles
- EBS EDI Maintainer. This role has been created for the sole use of the EBU (Electronic Business Unit) PAYE Online for Employers Live Service team. It allows access to Functions AMEND ELECTRONIC BUSINESS INDICATORS and WORKLISTS
- EBS Employer Maint(ainer). This is the update role other than for Banking Operations staff. It allows access to Functions VIEW EMPLOYEES and WORKLISTS as well as the Set Up and Amend functions
- EBS Employer RSO. This role is only allocated to Repayment Security Officers (RSOs) to enable them to carry out additional security checks for overpayment disposals of the type ‘Repay’ made using Function OVERPAYMENT DISPOSAL
- EBS Employer View. This role allows access to all of the View functions
- EBS Employer AO. This role is available in Banking Operations. It allows access to Function AMEND EMPLOYER SUMMARY and some View Functions
- EBS Compliance. This role has been created for staff working in Employer Compliance. It allows access to Function EMPLOYMENT BASIS SELECTION and all EBS View functions
- EBS Exceptions. This role has been created for staff working in the Central Exceptions Processing Team (CEPT), who will prepare, record receipt of and capture pro-forma returns or Nil returns to permit processing of P14s
- EBS Receivables. This role is available for allocation to RMS staff who will perform paper quality checks on employer returns received in year
- EBS Supervisory. This role is available for allocation to Authorising Officers, at Officer Grade and above, who use Function AUTHORISE OVERPAYMENT DISPOSAL to authorise or reject overpayment disposal instructions
Movements 2003 Browser
There are three Movements Browser user roles
- Mvts Data Capture. This role is used by operators who are responsible for capturing the Movements forms P45(1), P45(3) and P46. It allows operators access to the three data capture screens
- Mvts Worklist Operator. This role is used by operators who are responsible for working and clearing work items. It allows operators access to the Work List Browser and the different Work Lists
- Mvts Worklist Manager. This role is used by managers or any other operator who require a snapshot of the work items on hand within a given type of Work List
It is possible for one user to have more than one role.
Taxpayer Business Service (TBS)
The Taxpayer Business Service (TBS) has three user roles
- TBS Amend NINO. This role provides access to the Amend NINO function
- TBS Maintainer. This role provides access to all functions required to maintain taxpayer and capacitor designatory details and to process Work Lists
- TBS Specialist. This role provides access to all TBS functions. It is available only to the NICO Customer Validation Unit and other selected specialist offices
- TBS View. This role provides access to all TBS View Only functions
