Re-issue Returned Failed 'E' PVE Notice (AG)

To deal with the re-issuing of a returned Failed ‘e’ PVE notice, consider steps 1 - 9 below. The guide is presented as follows

1Note: As one template is referred from the Electronic Business Unit (EBU) for each employer, there may be more than one employee on each fax depending on how many employees have had their ‘e’ PVE notice undelivered and returned as failed. Follow this guidance for each individual entry on the faxed template

From the following ‘e’ PVE notices, determine from the faxed template the type of returned failed ‘e’ PVE notice

  • TC700 (Start Notice)
  • TC701 (Amendment Notice)
  • TC702 (Stop Notice)
  • TC703 (Emergency Stop Notice)
  • TC704 (Re-start Notice)

Note: You must treat TC702’s and TC703’s notices as priority work items

  • If the returned failed notice is a TC702 or a TC703 and there are no other notices for this employee on the template, go to step 2
  • If the returned failed notice is a TC702 or a TC703 and there are other notices for this employee on the template, for example, a TC700, a TC701 or a TC704 notice as well, go to step 3
  • If the returned failed notice is a TC700, a TC701 or a TC704 only, go to step 4

2Re-issue, as appropriate, a manual TC702 notice or a manual TC703 notice to the employer

Note: You must re-issue whichever notice the template states was undelivered to the employer

  • If it is a TC702 notice, use the details on the faxed template to
  • Complete and issue an LFC TC702 to the employer

And then

  • Go to step 8
  • If it is a TC703 notice
  • Use Function MANAGE PVE BREAKDOWN and go to the Manage PVE Breakdown screen
  • In the Manage PVE Breakdown screen, click on the [Notices Issued] button and use the details displayed to
  • Complete and issue an LFC TC703 to the employer

And then

  • Go to step 8

3Note: If there is more than one type of notice shown on the faxed template for the same employee, for example any combination of Start Notice, Amendment Notice, Re-start Notice, Emergency Stop Notice or Stop Notice, you must action the earliest returned notice first

Determine the type of notices returned from the following options

  • If a Start Notice and an Amendment Notice are returned, go to step 4
  • If a Re-Start Notice and an Amendment Notice are returned, go to step 4
  • If an Amendment Notice and a further Amendment Notice are returned, go to step 4
  • If a Start Notice and a Stop Notice are returned, go to step 5
  • If a Re-Start Notice and a Stop Notice are returned, go to step 5
  • If a Re-start Notice and an Emergency Stop Notice are returned, go to step 6
  • If an Amendment Notice and a Stop Notice or an Emergency Stop Notice are returned, go to step 7

4Note: If there is more than one type of notice shown on the faxed template for the same employee, for example any combination of Start Notice, Amendment Notice or Re-start Notice, you must action the earliest returned notice first

Use Function MANAGE PVE BREAKDOWN and go to the Manage PVE Breakdown screen

  • In the Manage PVE Breakdown screen, select the reason ‘Employer Reports Notice Not Received’ from the Breakdown Reason field drop down list

Note: The Supplied By field will be automatically populated with the word ‘Notice’ for this breakdown reason

  • Click on the [Notices Issued] button. This will display all notices issued to the employer where the effective date is within the last 6 months
  • Click on the earliest notice shown as returned on the faxed template to highlight it
  • Click on the [OK] button
  • Tick the Permanent checkbox to set the permanent marker
  • Click on the [OK] button

Note: You are not required to carry out breakdown action on the next earliest returned notice listed on the faxed template

And then

  • Go to step 8
5Try to access Function MANAGE PVE BREAKDOWN and determine the effective date of the Stop Notice

Note: You can determine the effective date of the Stop Notice by checking the Stop Notice date on the faxed template or by going to the Manage PVE Breakdown screen and clicking on the [Notices Issued] button

  • If you can access Function MANAGE PVE BREAKDOWN and the effective date of the Stop Notice is later than the effective date of the Start Notice, Amendment Notice or Re-start Notice, take the following action on the earliest returned notice
  • Select the reason ‘Employer Reports Notice Not Received’ from the Breakdown Reason field drop down list

Note: The Supplied By field will be automatically populated with the word ‘Notice’ for this breakdown reason

  • Click on the [Notices Issued] button. This will display all notices issued to the employer
  • Click on the earliest notice shown as returned on the faxed template to highlight it
  • Tick the Permanent checkbox
  • Click on the [OK] button

Note: You are not required to carry out breakdown action on the next earliest returned notice listed on the faxed template

And then

  • Go to step 8
  • If you cannot access Function MANAGE PVE BREAKDOWN and the effective date of the Stop Notice is later than the effective date of the Start Notice, Amendment Notice or Re-start Notice
  • If you cannot access Function MANAGE PVE BREAKDOWN and the effective date of the Stop Notice is earlier than the Start Notice, Amendment Notice or Re-start Notice and the issue number of the Stop Notice is later, go to step 9
  • If you can access Function MANAGE PVE BREAKDOWN and the effective date of the Stop Notice is earlier than the Start Notice, Amendment Notice or Re-start Notice and the issue number of the Stop Notice is earlier
  • Complete and issue an LFC TC702 to the employer

Note: Use the details displayed after you have clicked on the [Notices Issued] button in the Manage PVE Breakdown screen to complete the LFC TC702

  • Select the reason 'Employer Reports Notice Not Received' from the Breakdown Reason drop down list

Note: The Supplied By field will be automatically populated with the word 'Employer' for this breakdown reason

  • Click on the [Notices Issued] button. This will display all notices issued to the employer
  • Click on the earliest notice shown as returned on the faxed template to highlight it
  • Click on the [OK] button
  • Tick the Permanent checkbox
  • Click on the [OK] button

Then

  • Go to Step 9

6Try to access Function MANAGE PVE BREAKDOWN and determine the effective date of the Emergency Stop Notice

Note: You can determine the effective date of the Emergency Stop Notice by checking the Emergency Stop Notice date on the faxed template or by going to the Manage PVE Breakdown screen and clicking on the [Notices Issued] button

  • If you can access Function MANAGE PVE BREAKDOWN and the effective date of the Emergency Stop Notice is earlier than the effective date of the Re-start Notice, take the following action
  • Complete and issue an LFC TC703 to the employer

Note: Use the details displayed after you have clicked on the [Notices Issued] button in the Manage PVE Breakdown screen to complete the LFC TC703

  • Select the reason ‘Employer Reports Notice Not Received’ from the Breakdown Reason field drop down list

Note: The Supplied By field will be automatically populated with the word ‘Employer’ for this breakdown reason

  • Click on the [Notices Issued] button. This will display all notices issued to the employer
  • Click on the earliest notice shown as returned on the faxed template to highlight it
  • Click on the [OK] button
  • Tick the Permanent checkbox
  • Click on the [OK] button

Then

  • Go to step 8
  • If you can access Function MANAGE PVE BREAKDOWN and the effective date of the Emergency Stop Notice is later than the effective date of the Re-start Notice, take the following action
  • Complete and issue an LFC TC703 and an LFC TC704 to the employer

Note: Use the details displayed after you have clicked on the [Notices Issued] button in the Manage PVE Breakdown screen to complete the LFC TC703 and the LFC TC704

Then

  • Go to step 8

7If an Amendment Notice and an Emergency Stop Notice have been returned, determine the effective date of both notices

Note: You can determine the effective dates of both notices by checking the Amendment Notice date and the Emergency Stop Notice date on the faxed template or by going to the Manage PVE Breakdown screen in Function MANAGE PVE BREAKDOWN and clicking on the [Notices Issued] button

  • If the effective date of the Amendment Notice is later that the effective date of the Emergency Stop Notice, issue an LFC TC703 to the employer and then go to step 8

Note: Use the details displayed after you have clicked on the [Notices Issued] button in the Manage PVE Breakdown screen to complete the LFC TC703

Note: You are not required to carry out breakdown action on the TC701 Amendment Notice

  • If the effective date of the Amendment Notice is earlier than the effective date of the Emergency Stop Notice, issue an LFC TC701 and an LFC TC703 to the employer and then go to step 8

Note: Use the details displayed after you have clicked on the [Notices Issued] button in the Manage PVE Breakdown screen to complete the LFC TC701 and the LFC TC703

8If you have
  • Broken down PVE, use Function MAINTAIN HOUSEHOLD NOTES and enter the following
  • ‘TCMZ PVE broken down re TCXXX (Insert either TC700, TC701 or TC704 and the issue number of the returned notice) returned by ‘e’ as failed’

Notes:

You must follow the guidance in How To Correctly Complete Application And Household Notes when you record the note

And also

Follow the guidance in Maintain Household Notes

Then

  • Go to step 9
  • Broken down PVE and entered a permanent breakdown marker, use Function MAINTAIN HOUSEHOLD NOTES and enter the following
  • ‘TCMZ PVE broken down and permanent breakdown marker ticked re TCXXX (Insert TC700 or TC702 and the issue number of the returned notice) returned by ‘e’ as failed’

Then

  • Go to step 9
  • Issued a manual TC701, a manual TC702 or a manual TC703, use Function MAINTAIN HOUSEHOLD NOTES and enter the following
  • ‘TCMZ Manual TCXXX (Insert TC701, TC702 or TC703 and the issue number of the returned notice) with stop date xx/xx/xxxx (Insert stop date) re-issued as returned by ‘e’ as failed’

Then

  • Go to Step 9

9Check how many employees are listed on each individual faxed template for each employer
  • If there is more than one employee listed
  • Photocopy the faxed template, one for each employee listed, and then with a marker pen, highlight one individual employee on each of the photocopies

Then

  • Send each individual employees photocopy to storage
