To deal with processing an unfinalised award where a subsequent year is finalised, consider steps 1 - 33 below. The guide is presented as follows

  • Use Function MAINTAIN WORKLIST to transfer the work item to the relevant Complex MU, if you are dealing with a work list item. See the MU Table for the correct MU number
     
  • Send any correspondence to the European Economic Area (EEA) Team (This text has been withheld because of exemptions in the Freedom of Information Act 2000)

For example: If you are finalising the 2006-2007 award, you must check if the 1SD for the 2007-2008 award has passed
  • If the 1SD has passed on the subsequent finalised award, go to step 8
     
  • If the 1SD has not passed on the subsequent finalised award, return to the guidance that you were previously following
8Use Function MANAGE FINALISATION
  • Go to the Notice Details screen for the relevant award year
     
  • Is the Issued to checkbox ticked for the claimant(s) and is there no tick in the Not Served checkbox?
  • No, go to step 10
     
  • Yes, use Function VIEW S17 DETAILS and go to the Current Position screen to check if the Annual Declaration has been returned or the status of the Annual Declaration is ‘Auto Renewal’

Note: If the Annual Declaration is shown as ‘Duplicate’ or ‘Superseded’ in the Declarations field this is not classed as a returned Annual Declaration.Check in Function VIEW HOUSEHOLD NOTES to see if the Annual Declaration information has been recorded

  • If the Annual Declaration has been returned or the information has been recorded, go to step 9
     
  • If the Annual Declaration has not been returned, go to step 16
     
  • If the status of the Annual Declaration is ‘Auto Renewal’

  • If the missing information has been recorded, go to step 19
     
  • If the missing information has not been recorded, is the Annual Declaration signed?

  • If the Current Signals screen does not display or the ‘Applicant 1 RLS’ or ‘Applicant 2 RLS’ checkboxes are not ticked, go to step 11
11Complete the manual form TC603R with details of the claim for the relevant tax year

Note: Use Functions VIEW APPLICATION and VIEW AWARD to help you complete the form. Enter the details using version 1 of the relevant period, then add any change of circumstances in succession from later award versions

Note:
The form will lead you through various questions in order to create the annual review details for the claimant. When the questions have finished you must click on the form and add the name and address of the claimant on the front page in the space provided below the ‘Please keep this for our records’ statement

Note:
The following exception may occur. If the household ended before the year of the Annual Declaration to be issued, the Annual Declaration will not need issuing. For example, in Function VIEW S17 DETAILS, the 2004-2005 award is shown as un-issued and future dated. In Function VIEW APPLICATION there is a household end date of 12/02/04. Tax Credit Office (TCO) was not notified of the household end date until 27/03/05. As the household ended before the start of the 2004-2005 award, an Annual Declaration does not need to be issued and no further action is required
  • Issue a manual Annual Declaration by printing off pages 2 and 3 of the form TC603D or pages 2, 3 and 4 of form TC603D2, as appropriate
Note: A form TC603D2 must be sent when the year you are finalising is the first award period and the previous year income used for that first award is shown as estimated income. For all other cases, form TC603D must be sent

Note: If the manual Annual Declaration you are issuing is for less than the full tax year you will also need to complete page 1 of the form TC603D or TC603D2 as this page allows you to enter the required dates

Note: An Annual Declaration must be issued to each claimant if the household is ceased and the claim was made by 2 claimants. It must include details for the whole household, including both claimants. You can use Function VIEW APPLICATION to check whether the household is ceased and the claim was made by 2 claimants
  • Enter the claimant’s details at the top and put an ‘X’ next to each part of the Annual Declaration that needs completing. Use the date the claimant must reply by on form TC603R to complete the ‘Provide actual figures by’ box on page 3
     
  • In red ink, write your building, location, floor / spur, and group, for example, ‘St Mary’s / PRE / Ground Floor / 60-02’ at the bottom left corner of the form next to the form number. This will ensure that the returned form will be sent to your team
     
  • Complete form TC648 with the
  • Claimant’s name
     
  • Claimant’s NINO
     
  • Action taken
And
  • Whether form TC603D or TC603D2 was sent to the claimant
  • Set a BF date of 14 days on top of the form TC648
Note: If the BF date expires send the claimant a reminder
 
Note: If you are working a NTC Listing work item, use Function NTC LISTING to set an action date of 14 days in the future
  • Complete the Manual Renewal Checklist and put it with form TC648
Then
  • Go to step 12
12As the Annual Declaration has never been issued for the claim, access the AMBS Renewals Maintainer user role
  • Use Function MANAGE FINALISATION
     
  • Go to the Notice Details screen
     
  • Delete the 1st Specified Date and 2nd Specified Date in the Specified Dates field at the top of the Notice Details screen. This must be done before you enter the issue date so the new specified dates can be populated
     
  • Enter the date you are issuing the Annual Declaration to the claimant in the Issue Date field in the Manual S17 Notice box
     
  • Tick the Issued to checkbox in this field. This will automatically set the specified dates
     
  • Make a note of the new 1st Specified Date and 2nd Specified Date on the form TC648. These can be found in the Specified Dates field
Note: Do not complete the Manual Issue Date field in the S17 Notice box in the centre of the screen. This is used by the Manual Correspondence Team only
  • File the form TC648 in the designated cabinet
     
  • Send the Annual Declaration forms to the claimant
     
  • Use Function MAINTAIN HOUSEHOLD NOTES and select the ‘Renewals & Reminders’ category to enter the following
SU04 – Annual Declaration for XXXX/XXXX has been manually issued and reply required by XX/XX/20XX. 1SD XX/XX/20XX and 2SD XX/XX/20XX. Insert your team name’

14Consider the information provided on the Annual Declaration

Note:
An Annual Declaration is incomplete where no benefits or earnings are indicated on the Annual Declaration and / or where the statement for the claimants’ personal circumstances is not answered. If either of the claimants has provided an income figure, then the remaining questions to be pursued if the other claimant is working

Note:
If you are dealing with a ceased case where the household has ended and the claim was made up of two claimants, you must have replies from both claimants for the reply to be classed as complete
  • If you have all the information you need and the Annual Declaration has been signed
  • Make a note of the information provided and that the Annual Declaration has been signed on the form TC648 and Manual Renewal Checklist
     
  • Go to step 19
  • If you do not have all the information you need but the Annual Declaration has been signed
  • Make a note of the above on the form TC648 and Manual Renewal Checklist

  • 2 and 3 of the form TC603D and complete the relevant claimant details boxes at the top

  • Put an ‘X’ against the appropriate missing sections on the form TC603D or TC603D2
     
  • In red ink, write your building, location, floor / spur and group, for example, ‘St Mary’s / PRE / Ground Floor / 60-02’ at the bottom left of the form next to the form number. This will ensure that the form is returned to your team
     
  • Send the form TC829 or form TC609 with the pages of the form TC603D or TC603D2 to the claimant
Note: If the household is ceased because of a household breakdown and was made up of 2 claimants the forms must be issued to each claimant
  • Record the action you have taken on the form TC648 and set an action date of 14 days on the spreadsheet / work list / clerical work item as appropriate
Note: If the BF date expires send the claimant a reminder

21Use the SEES Tax Credits Entitlement Calculator to identify if the new details provided on the Annual Declaration would cause an increase or decrease in the award. To do this
  • Enter the new information in the SEES calculator to calculate an adjusted award
Note: You must make sure that you enter all the correct circumstances for the claimant(s)
  • Print a copy and retain it with the casepapers
Note: If you are dealing with a work list item, there is no need to print a copy of the SEES calculation
  • Use Function VIEW AWARD and go to the Award Summary screen for the latest award version to compare the entitlement on the computer with the adjusted entitlement on the SEES calculation
Then
  • Go to step 22
22From this comparison, identify if entitlement has increased or decreased, or whether there is no impact to entitlement
  • If the entitlement has increased, go to step 25
     
  • If the entitlement has decreased, go to step 24
     
  • If there is no impact to entitlement, go to step 23
23Use Function MAINTAIN HOUSEHOLD NOTES and select the ‘Renewals & Reminders’ category to record the following message

  • Refer the Application ID, the award period you have finalised off system and the NINO to the TALLO marking your email subject Finalised Off System

  • Mark the case as cleared on the spreadsheet

  • Go to step 32
  • An NTC Listing work list item
  • Use Function NTC LISTING to identify the work item you have just actioned
     
  • Go to the NTC Listing screen
     
  • Select 'Unprocessed S17' from the Listing Type drop down menu
     
  • Select the number that corresponds to the initial letter of the surname you require from the Selection drop down menu. For example, select 14 for surnames beginning with the letter 'N'. A full list of the selected items will display
     
  • Click on the [Sort Filter] button. The Sort and Filter Worklist Entries screen will display
     
  • Filter the entries with the reason of 'Reference'
     
  • Enter the NINO you have made a note of from the Manual Renewal Checklist in the From Value and To Value fields
     
  • Click on the [OK] button. You will be taken to the NTC Listing screen which will display the work item you have just actioned
     
  • Click on the work item to highlight it
     
  • Click on the [Delete] button
     
  • When the message 'Listing entry will be permanently deleted' displays, click on the [OK] button. The item will be deleted from NTC Listing

  • Use Function MAINTAIN HOUSEHOLD NOTES and select the ‘Renewals & Reminders’ category to record the following
SI15 – Work item deleted from NTC Listing’
