To deal with the manual issue of Healthy Start voucher queries,
consider steps 1 to 10 below
| 1 | If you are dealing with
- A backdating pro-forma, go to step 2
- The Healthy Start manual payments spreadsheet, go to step
3

| 2 | Check that the pro-forma
has been completed correctly
- If there are any omissions or mistakes return the pro-forma to
the originator to be correctly completed
Otherwise
- Use Function VIEW HOUSEHOLD NOTES to check for any backdating
notes in order to confirm the new entitlement start date
Then

| 3 | Use Function VIEW
HOUSEHOLD NOTES to check for any payment notes in order to confirm
the date manual payments started and, if appropriate the date the
manual payments ended

| 4 | Check that the claimant
is entitled to receive Healthy Start vouchers. Follow the guidance
in
Healthy Start
Vouchers
Then

| 5 | Use Function VIEW AWARD
- Enter the claimant's
NINO in the Key Entry Data
screen
- Select the All
checkbox
- Click on the [OK] button. You will be taken to the Select Award
screen
- Click on the version with the issue date nearest to the Healthy
Start voucher entitlement start date to highlight it
- Click on the [OK] button. You will be taken to the Award
Summary screen
- Click on the [View Calculation] button. You will be taken to
the View Calculation screen
- Click on the [View Income] button. You will be taken to the
View Income
screen
- Make a note of the income used in the calculation
- Click on the [Cancel] button. You will be taken back to the
View Calculation screen
- Click on the [View Elements] button you will be taken to the
View Elements
screen
- Check that
CTC only is in payment and that
any earnings do not exceed the income threshold. For the income
threshold, follow the guidance in
Healthy Start
Vouchers
Note: If WTC is in payment it must only be because the
claimant is receiving it in the four weeks immediately after they
stopped working 16 hours or more a week Then

| 6 | Use Function VIEW
APPLICATION
- Enter the claimant's NINO in the Key Entry Data screen
- Select the All checkbox
- Click on the [OK] button. You will be taken to the Select
Application Version screen
- Click on the version with the issue date nearest to the Healthy
Start voucher entitlement start date to highlight it
- Click on the [OK] button and go to the Child Details screen to
check that the child[ren] are under 4 years old at the new
entitlement start date
Then
- If you are dealing with a manual backdating pro-forma, go to
step 7
- If you are dealing with the Healthy Start Manual Payments
spreadsheet, go to step 8

| 7 | If the claimant
- Satisfies all the Healthy Start voucher eligibility
criteria
- Forward the proforma to the Healthy Start Issuing Unit

Note When returning the proforma, you must select
Forward and not Reply as the proforma will not be included in the
email otherwise
Then
- Does not satisfy all the Healthy Start voucher eligibility
criteria, go to step 10

| 8 | Complete the spreadsheet
indicating whether
- The claimant is still being paid manually and is entitled to
Healthy Start Vouchers
Or
- Manual payments have ended and payments through the computer
have resumed
Then

| 9 | Use Function MAINTAIN
HOUSEHOLD NOTES to enter one of the following notes, as appropriate
'TCMZ Request for backdated payments of Healthy Start
vouchers sent to the Healthy Start Issuing Unit'
‘TCMZ Healthy Start Manual Entitlement spreadsheet sent
to Healthy Start Issuing Unit’

satisfy the healthy start criteria, return the email to the
originator explaining the reasons why the claimant is not entitled
to healthy start vouchers
