RLS Items - Pre Award

To deal with an RLS item relating to a
pre award claim, consider
steps 1 - 14 below. The guide is presented as follows
Note: Before you use this Action Guide you must
ensure that you have followed the steps in
RLS Items - Undelivered Notices
Check address details
| 1 | Use Function CAPTURE APPLICATION and go to the
Applicant screen |
| 2 | On the Applicant screen
- Compare the address on the computer with the address on the
correspondence
And
- Identify whether the address held on the computer has been
changed since the correspondence or notice was issued
- BF overnight to allow the system to update the address
If the address is
|
Address details are the same
| 3 | Where the address on the computer is the same as
the address on the correspondence
- Use Function MAINTAIN WORKLIST
|
Check ADD
| 4 | Use the
Access to DWP Data (ADD) system to check for the claimant's
address. Follow the guidance in ADDM212 in the Access to DWP Data
System manual
If the address held on ADD is
- Different to the one on the correspondence, go to step 6
- The same as the one on the correspondence, but contains more
details, for example a house or a flat number, go to step 6
- The same as the one on the correspondence, go to step 12
Note: Check the date on the ADD information to confirm it is
more recent
Note: If ADD is unavailable check the Taxpayer Business
Service (TBS)
- If you do not obtain a new address, go to step 5

Contact the claimant
| 5 | If a change of address has not been notified
- Telephone the claimant either at home or at work to ask for new
address details, , follow the guidance in
Contacting the Claimant
- If you obtain a new address from the claimant, go to step
6

New address found
| 6 | Use Function CAPTURE APPLICATION and go to the
Applicant screen |
| 7 | On the Applicant screen click on the [Address]
button. You will be taken to the Address Wizard screen |
| 8 | Follow the guidance in
Action To Take Before Processing A Claim Or Work Item
Then
- On the Address Wizard screen
- Change the claimant’s address
- Click on the RLS Signal checkbox to remove the signal
Note: If you click on the [Clear] button, the
whole address and the RLS signal will be removed
Note: When changing the address on a joint claim you will
see the message ‘Would you like to use this address for both
applicants’. Check if the correspondence will be addressed to
both claimants. Enter yes or no as appropriate
And
- Determine whether to reissue the correspondence, go to step
9

Decide whether to reissue
| 9 | If the address is different
- Use Function CAPTURE APPLICATION and go to the Summary
Information screen
And
- Check the Application Notes field for any information that
indicates the enquiry has been reissued already
|
| 10 | Note: If the address is overseas redirect to the

- If the correspondence has already been reissued or you decide
that it is no longer appropriate to issue the correspondence
- Discard the correspondence in confidential waste and take no
further action
|
| 11 | Where it is appropriate to reissue the
correspondence
- Enter the new address on the correspondence
- Reissue it to the new address
- Use Function CAPTURE APPLICATION and record your actions in the
Application Notes field on the Summary Information screen and take
no further action

- If you are not sure whether it is appropriate to reissue the
correspondence
you must reissue it

| 12 | Use Function CAPTURE APPLICATION and record details
of your attempts to trace a new address in the Application Notes
field on the Summary Information screen

| 13 | Use Function AMEND APPLICATION and on the Free
Format screen
- Enter details of the RLS as a change of circumstances. Follow
the guidance in
Capture

| 14 | Discard the correspondence in confidential waste
Note: If the you are dealing with a
valuable item this needs to
be locked in a secure lockable cabinet
|
