CES - Jobseekers Allowance

Note: You must not check DCI for the benefit start and end dates. The dates held on DCI relate to the date that DCI received that start or end date. In the majority of cases this will not relate to the actual benefit start / end dates.

If you need to telephone the local office, you can use DCI to trace the DWP office code.

1Use the MFS server to access the DCI service
  • Enter the claimant’s NINO in the Next Item field
  • Enter DCI001 in the Next Dialogue field
  • Press the ENTER key. The VIEW DCI RECORD – PERSONAL DETAILS screen will display

Note: You must ensure that the personal details you are viewing, relate to the person that is held on the Tax Credits system. If the person held on DCI is not the same person that is held on the Tax Credits system under that NINO, you must complete an M1 referral form

  • Press the F2 function key. The VIEW DCI RECORD – BENEFIT INFORMATION screen will display
  • Obtain the local office code from the top part of the screen under the heading Clerical Records (next to the Income Support At field)

Note: The code can be obtained from the DWP Office Information list

  • Dial ‘0’ for the operator and ask for the local office, using the code obtained

2Use the MFS server to access the CES system
  • Enter ‘CE001’ in the Next Dialogue field
  • Press the ENTER key. The CES – PROMPT screen will display
  • Enter the following information
  • Target System – enter ‘JSA’
  • Owning Office – enter ‘101110’
  • NINO – enter the claimant’s ‘NINO’
  • Customer Surname – enter the first 3 characters of the claimant’s surname

Press the ENTER key. The CES – SELECT DIALOGUE screen will display

  • Enter ‘Y’ in the JA504 field

And

  • Press the ENTER key
  • If either of the messages below appear, you will not be able to use CES to confirm the start and / or end dates

‘Claim Held Clerically’, refer to the guidance you were following and take no further action here

‘Record Not Found’

  • Press the F2 function key. The DCI TRACE screen will display
  • Press the F2 function key. The CES – SELECT DIALOGUE screen will re-display
  • Enter ‘Y’ in the JA504 field

And

  • Press the ENTER key. The GENERAL ENQUIRY – CLAIM DETAILS screen will display. The screen is divided into 3 columns

Note: You should check that the record displayed relates to the person held on the Tax Credits system

4In the second column of the GENERAL ENQUIRY – CLAIM DETAILS screen
  • Check the information displayed in the CLAIM FILE field. This will show the type of JSA the claimant is in receipt of
  • If the claimant is in receipt of JSA (C), go to step 5

If the claimant is in receipt of JSA (IB) only, go to step 6

5Where the claimant is in receipt of JSA (C) only
  • Do not carry out any further investigation of CES

Note: JSA (C) is a taxable benefit that is taken in as income for tax credits purposes and must not be included as a benefit

6Where the claimant is in receipt of JSA (IB), you need to confirm the start and / or end date of entitlement

Note: Even if the record shows as ‘DORMANT’, you will still need to check the start and / or end date of entitlement

To do this

  • Make a note of the date displayed in the CLAIM DATE field, in the second column, middle of the screen. This is the start date
  • Check if an end date is displayed, in brackets, in the first column directly under the WEEKLY RATE field. It will be displayed as follows

‘(Terminated DD/MM/YY)’

Note: There may also be a reason for the termination. For example, ‘Found work’ or ‘Failed to Attend’

  • If there is no end date, the award is still in payment. Refer to the guidance you were following and take no further action here
  • If you are looking for previous periods of JSA entitlement, go to step 7
  • If the information for start and / or end dates is not clear on this screen, go to step 7

  • Press the END key
  • Enter ‘Y’ in the JA523 field
  • Press the ENTER key. The AWARD DETAILS SUMMARY screen will display
  • Press the F2 function key. The ENQUIRY – CLAIM SELECTION screen will display. This provides details of the type of JSA claimed and also the start / end dates of entitlement
  • If there are previous periods of entitlement, ‘F12 Prior’ will display in the bottom right hand corner, press the F12 function key to view the previous entitlement periods


Note: If any of the information held on CES is unclear / confusing or there appears to be a break in entitlement, contact the relevant local office for confirmation.
