Left Main Only Job And Started A New Main Only Job Within 7 Days (AG)


To deal with the situation where the claimant has left their main only job and has started a new one within 7 days, consider steps 1 - 24 below. The guide is presented as follows

Before making any changes, follow the guidance in Establish If A Change Can Be Made

Then, if the change(s) can be made

Check the information provided to see if you have all the following details for the ‘old’ job

  • End date
  • Total number of paid hours

And the following details for the new job

  • Start date
  • Total number of paid jobs
  • Total number of paid hours
  • Employer’s reference number
  • Payroll number (if available)
  • Employer’s name
  • Employer’s address

And the

  • Unique Taxpayer’s Reference (UTR) number (if new job is their first self-employed job)
  • If all the details have been provided, go to step 3
  • If not, go to step 2
2Telephone the claimant to obtain the missing information. Follow the guidance in Contacting The Claimant. If you
  • Contact the claimant and obtain the required information, go to step 3
  • Contact the claimant but have not obtained all the required information, go to step 22
     
  • Are unable to contact the claimant, send form TC664 to the claimant for the missing information

Then

  • If you obtain the missing information, go to step 3
     
  • If you cannot obtain the missing information after following the normal reminder cycle, go to step 22

3Use Function AMEND APPLICATION, select the Change of Circumstances option. You will be taken to the Key Entry Data screen. On this screen
  • Click on the [OK] button
  • If the claim is pre-award, go to step 4
  • If the claim is post award, go to step 5
4If the claim is pre-award, you will either be taken to
  • The Select Application screen, (select the appropriate claim)

Or

  • The following message will be displayed

‘Details must be recorded on the Free Format screen. Do you wish to proceed?’

  • Click on the [YES] button on the message. You will be taken to the Free Format screen. On the Free format screen
  • Enter the reason for the change. For example, ‘end ‘old’ job and start new job for claimant 1 or 2 to be added to the claim’

And the following details for the ‘old’ job

  • End date
  • Total number of paid hours

And enter the following details for the new job

  • Start date
  • Total number of paid jobs
  • Total number of paid hours
  • Employer’s reference number
  • Payroll number (if available)
  • Employer’s name
  • Employer’s address
  • UTR number (if the new job is their first self-employed job)
  • Click on the [OK] button
  • Go to step 24

Note: The changes will be stored on the Free Format screen. Once the claim has been awarded, an entry will be created on the ‘Unprocessed Change Of Circumstances’ Work List

5If the claim is post award you will be taken to either the Select Application screen or the Applicant Details screen
  • If the Select Application screen is displayed, select the claim(s) affected by this change. You will then be taken to the Applicant Details screen, go to step 6

However

  • If the claim has been rejected and the claimant’s current circumstances mean they now qualify for tax credits, go to step 21

6In Function AMEND APPLICATION select the Work Details screen for the claimant, who has changed their job. In the Hours Worked field
  • Compare the total number of hours the claimant worked when they ended their ‘old’ job and the number of hours they are working in their new job

And

  • Determine whether the total hours for that claimant alone qualify them for Working Tax Credit (WTC) both before and after the change

Then

  • Make a note about whether the claimant’s hours qualified them for WTC or not

And

  • Go to step 7

For example

If a claimant with a child left their ‘old’ job (working 16 hours a week) and started a new job (working 20 hours a week) they qualify for WTC as their hours did not fall below the entitlement

7In Function AMEND APPLICATION
  • Select the Work Details screen for the appropriate claimant

And

  • Enter the end date for the ‘old’ job in the Hours Worked End Date field (if it is not already displayed)

Then if the ‘old’ job was employed

  • Enter the end date for the ‘old’ job in the End Date field in the Main Employment Details section (if it is not already displayed)

Or if the ‘old’ job was self-employed

  • Enter the end date for the ‘old’ job in the End Date field in the Self Employed Details section
  • Click on the [OK] button. You will be taken to the Amend Finish screen
  • Go to step 20 and after completing the actions in the Amend Finish screen, you will need to return to this step to complete your action for the new job details

In Function AMEND APPLICATION, select the Work Details screen for the appropriate claimant

  • Click on the [New] button
  • Enter the number of paid jobs for this claimant in the Number of Jobs field (that is, 1)
  • Enter the total number of hours worked for the new job in the Hours Worked field
  • Enter the start date in the Hours Worked Start Date field

If the new job, which started within 7 days was employed, enter the following details in the Main Employment Details section

  • Employer reference number

Note: If the claimant has not provided the employer reference number, follow the guidance in Trace Employer

  • Payroll number (if available)
  • New employment start date
  • Employer’s name
  • Employer’s address
  • Telephone number (if available)

Or if the new job, which started within 7 days was self employed, enter the following details in the Self Employed Details section

  • UTR number (if not already there)
  • New employment start date

Note: If the ‘old’ job was self employed you will need to delete the end date

  • Go to step 8

8Check the start date of the new job, from the information already provided. If the start date of the new job occurred
  • Within 3 months, before today’s processing date, and the total hours both before and after the job changed qualified the claimant for WTC, go to step 12

For example

If a lone claimant with a child informs you on the 30-04-2007 that they left their job on the 05-03-2007 (working 16 hours a week) and started a new job, within 7 days, on the 09-03-2007 (working 25 hours a week) this shows the total hours both before and after the job changed qualified them for WTC

  • Within 3 months before today’s processing date, and the total hours either / both before and after the change did not qualify them for WTC, go to step 13

For example

If a lone claimant with a child informs you on the 30-04-2007 that they left their job on the 05-03-2007 (working 17 hours a week) and started a new job, within 7 days, on the 09-03-2007 (working 15 hours a week) this shows the total hours either / both before and after the change did not qualify them for WTC

  • More than 3 months before today’s processing date, check from the information already provided whether the claimant informed you of the change within 3 months

Note: The change may have occurred more than 3 months before today’s date because the change has not yet been applied

  • If they did not inform you of the change within 3 months, go to step 9
     
  • If they did inform you of the change within 3 months and the total hours both before and after the job changed qualified the claimant for WTC, go to step 12
     
  • If they did inform you of the change within 3 months and the total hours either or both before and after the change did not qualify them for WTC, go to step 13

For example: Today’s date is 20/05/2007, the date you processed the change. The claimant informed you on 20/03/2007 that they left their ‘old’ job on 18/01/2007 and started a new job on 21/01/2007. The change is now more than 3 months before today’s date but the claimant informed you within 3 months of the change

9In Function AMEND APPLICATION select the Work Details screen for the appropriate claimant. In the Hours Worked field consider if the new paid weekly hours will increase the maximum tax credits award

Note: See the Information page to see the circumstances where the new weekly hours will increase the maximum tax credits award

  • If they do increase the maximum tax credits award, go to step 10
  • If they do not increase the maximum tax credits award, go to step 11
10If the change will increase the maximum award, the claimant did not tell you within 3 months and they
  • Qualified for WTC when they ended their ‘old’ job and started the new job (the date notified is today), go to step 16
  • Qualified for WTC when they ended their ‘old’ job and started the new job (the date notified is before today), go to step 17
  • Did not qualify for WTC when they ended their ‘old’ job and started the new job, go to step 18
11If the change will not increase the maximum award, the claimant did not tell you within 3 months and they
  • Qualified for WTC when they ended their ‘old’ job and started the new job, go to step 14
     
  • Did not qualify for WTC when they ended their ‘old’ job and started the new job, go to step 15

12Select ‘History’ from the toolbar and ‘Hours Worked’ from the drop down list. You will be taken to the History screen

Note: You must now record a new period of history using the total hours from the ‘old’ job from the day after the ‘old’ job ended to the day before the new job started

  • Click on the [New] button
  • Enter the start date as the day after ‘old’ job ended in the Start Date field

Note: The ‘Include From’ Date will automatically be displayed with the start date

  • Enter the end date as the day before the new job started in the End Date field
  • Enter the total hours for the ‘old’ job in the Hours field
  • Click on the [OK] button. The following message will be displayed

‘You must enter a CY income’

  • Click on the [OK] button. This will delete the message
  • Click on the [OK] button. You will be taken to the Work Details screen
  • Click on the [OK] button. You will be taken to the Amend Finish screen
  • Go to step 19

Note: Where the claimant does not qualify for WTC when they started their new main job you should still record the new hours as any future changes may affect the total hours. The hours may also qualify a couple to the 30 hours element of WTC

  • Enter the start date as the day after ‘old’ job ended in the Start Date field

  • Enter the new ‘Include From’ date as the same date as the start date in the Start Date field
  • Enter the end date as the day before the new job started in the End Date field
  • Enter the total hours for the ‘old’ job in the Hours field
  • Click on the [OK] button. The following message will be displayed

‘You must enter a CY income’

  • Click on the [OK] button. This will delete the message
  • Click on the [OK] button. You will be taken to the Work Details screen
  • Click on the [OK] button. You will be taken to the Amend Finish screen

  • Enter the ‘Include From’ date as the same date as the start date in the Include From field
  • Enter the end date as the day before the new start date (previously noted in the End Date field)
  • Enter the total hours for the ‘old’ job in the Hours field
  • Click on the [OK] button. The following message will be displayed

‘You must enter a CY income’

  • Click on the [OK] button. This will delete the message
  • Click on the [OK] button, You will be taken to the Work Details screen

  • Enter the date the notification of the change was received
  • Enter the source of the change as paper or telephone
  • Enter the reason for the change as ‘Change of Circumstances’
  • Click on the [OK] button. The computer will accept the change of circumstances and will apply the change at the effective date
  • If you have ended the ‘old’ employment at step 7 you will now need to replace this with the new employment. Return to the appropriate step and continue with the actions for that step
     
  • If entitlement to WTC has ended, go to step 23

Otherwise

  • Go to step 22

Note: The changes you have made in this function will not be applied until you complete the Amend Finish screen and click on the [OK] button

  • Step 15- ‘ NA07 - Change now more than 3 months, hours did not qualify them for WTC, not increased the max award. Include from date changed to job start date’
  • Step 16- ‘ NA08 - (Enter claimant’s name) failed to notify us within 3 months, hours qualified them for WTC, increased the max award, left include from date, filled gap from ‘old’ job to 3 month limit. (Notified today)’
  • Step 17- ‘ NA09 - (Enter claimant’s name) failed to notify us within 3 months, hours qualified them for WTC, increased the max award, left include from date, filled gap from ‘old’ job to 3 month limit. (Notified before today)’
  • Step 18- ‘ NA10 - (Enter claimant’s name) failed to notify us within 3 months, hours did not qualify them for WTC, increased the max award, no action is required on History’

Where the claimant’s total hours have fallen below 16 and entitlement to WTC no longer exists, they will continue to receive WTC for 4 weeks starting from the day after entitlement ended

  • Complete the Entitlement Ended stencil (This text has been withheld because of exemptions in the Freedom of Information Act 2000)
     

  • Use Function MAINTAIN HOUSEHOLD NOTES to enter the following

NC20 Referral sent DDMMYY to process 4 week run on payment’

Note: Where the claimant’s total hours fall below 16 hours then their entitlement to childcare costs will also cease.
