To deal with the situation where the claimant has left their main job (has one or more other job(s) already recorded on the computer) and started a new main job within 7 days, consider steps 1 - 3 2 below. The guide is presented as follows

Before making any changes, follow the guidance in Establish If A Change Can Be Made

Then, if the change(s) can be made

  • Check the information provided to see if you have all the following details for the old job
  • End date
     
  • Total number of paid hours (before the change)

And for the remaining job(s)

  • Total number of paid hours

And the following details for the new job

  • Start date
     
  • Number of paid jobs (after the change)
     
  • Total number of paid hours (including all other job(s)) after the change
     
  • Employer’s reference number

Note: If the claimant has a Temporary Tax Credit Reference (TTC), the PAYE reference number will not be displayed in the appropriate field, it will be recorded in Application Notes

  • Payroll number (if available)
     
  • Employer’s name
     
  • Employer’s address

And the

  • Unique Taxpayer’s Reference (UTR) number (if new job is their first self-employed job)
  • If all the details have been provided, go to step 3
     
  • If not, go to step 2
2Telephone the claimant to obtain the missing information. Follow the guidance in Contacting The Claimant. If you
  • Are unable to contact the claimant, go to step 3 1
  • Contact the claimant and obtain the required information, go to step 3
  • Contact the claimant but have not obtained all the required information, go to step 3 1

3Use Function AMEND APPLICATION, select the Change of Circumstances option. You will be taken to the Key Entry Data screen. On this screen
  • Click on the [OK] button
  • If the claim is pre-award, go to step 4
4If the claim is pre-award, you will either be taken to
  • The Select Application screen, (select the appropriate claim)

Or

  • The following message will be displayed

‘Details must be recorded on the Free Format screen. Do you wish to proceed?’

  • Click on the [YES] button on the message. You will be taken to the Free Format screen. On the Free format screen
  • Enter the reason for the change. For example, ‘end ‘old’ job and start new job for claimant 1 or 2 to be added to the claim’

And the following details for the old job

  • End date
  • Total number of paid hours (before the change)

And for the remaining jobs

Total number of paid hours

And the following details for the new job

  • Start date
  • Number of paid jobs (after the change)
  • Total number of paid hours (including all other job(s)) (after the change)
  • Employer’s reference number

Note: If the claimant is matched to a TTCR, do not enter the reference number in the Employer Reference field, you must record the new number in Application Notes

  • Payroll number (if available)
  • Employer’s name
  • Employer’s address
  • UTR number (if the new job is their first self-employed job)
  • Click on the [OK] button
  • Go to step 3 2
  • Note: The changes will be stored on the Free Format screen. Once the claim has been awarded, an entry will be created on the ‘Unprocessed Change Of Circumstances’ Work List
5If the claim is post award you will be taken to either the Select Application screen or the Applicant Details screen
  • If the Select Application screen is displayed, select the claim(s) affected by this change. You will then be taken to the Applicant Details screen, go to step 6

However

  • If the claim has been rejected and the claimant’s current circumstances mean they now qualify for tax credits, go to step 30

6In Function AMEND APPLICATION select the Work Details screen for the claimant, who has changed their job. In the Hours Worked field
  • Compare the total number of hours the claimant worked (in all their jobs) when they ended their main job and the total number of hours they are working with their new main job

And

  • Determine whether the total hours for that claimant alone qualify them for Working Tax Credit (WTC) both before and after the change

Then

  • Make a note about whether the claimant’s hours qualified them for WTC or not

And

  • Go to step 7

For example

If a claimant with a child left their main job (working 16 hours a week) has another job recorded on the system (working 5 hours a week) and started a new main job (working 20 hours a week) they qualify for WTC as their hours did not fall below the required number of hours for a claimant with children

  • Select the ‘Work Details’ screen for the appropriate claimant

And

  • Enter the end date for the ‘old’ job in the Hours Worked End Date field (if it is not already displayed)

If the main job that the claimant left

  • Was employed, the other job(s) recorded on computer is / are employed and the new main job, started within 7 days, is employed, go to step 8
  • Was employed, the other job(s) recorded on computer is / are self-employed and the new main job, started within 7 days, is employed, go to step 8
  • Was employed, the other job(s) recorded on computer is / are self-employed and the new main job, started within 7 days, is self- employed, go to step 9
  • Was employed, the other job(s) recorded on computer is / are employed and the new main job, started within 7 days, is self-employed, go to step 10
  • Was self-employed, the other job(s) recorded on computer is / are self-employed and the new main job, started within 7 days, is employed, go to step 11
  • Was self-employed, the other job(s) recorded on computer is / are self-employed and the new main job, started within 7 days is self-employed, go to step 12
  • Was self-employed, the other job(s) recorded on computer is / are employed and the new main job, started within 7 days, is self-employed, go to step 13

  • Enter the end date for the ‘old’ main job in the End Date field in the Main Employment Details section (if it is not already displayed)
  • Click on the [OK] button. You will be taken to the Amend Finish screen
  • Go to step 28

Note: After completing the actions in the Amend Finish screen, you will need to return to this step to complete the rest of the step

  • Click on the [New] button

  • UTR number
  • Enter the new start date in the Start Date field

In Function AMEND APPLICATION, select the Work Details screen for the appropriate claimant

  • Click on the [New] button

And enter the following details for the new main job which was started within 7 days

  • Number of paid job(s) in the Number Of Paid Job field (including the new job and any other jobs)
  • Total number of hours worked in the Total Hours Worked field (including the new job and any other jobs)
  • Start date in the Hours Worked Start Date field

In the Self- Employment Details section

  • Delete the end date in the Self Employed End Date field
  • Go to step 15
13If the main job that the claimant left was self-employed, the other job(s) recorded on computer is / are employed and the new main job, started within 7 days, is self-employed
  • Enter the end date for the ‘old’ main job in the End Date field in the Self Employed Details section (if it is not already displayed)
  • Select ‘History from the toolbar and ‘Hours Worked’ from the drop down list. You will be taken to the History screen
  • Click on the [Cancel] button

Note: This is to ensure that the computer retains the employment details

  • Enter the number of paid job(s) in the Number Of Paid Job field (including the new job and any other jobs)
  • Enter the total number of hours worked in the Total Hours Worked field (including the new job and other any jobs)
  • Enter the start date in the Hours Worked Start Date field

In the Self Employed Details section

  • Delete the end date in the End date field
  • Go to step 15
14If the main job that the claimant left was self-employed, the other job(s) recorded on the computer is / are employed and the new main job, started within 7 days, was employed
  • Enter the end date for the ‘old’ main job in the End Date field in the Self Employed Details section (if it is not already displayed)

16In Function AMEND APPLICATION select the Work Details screen for the appropriate claimant and consider if the new paid weekly hours (in the Hours Worked field) will increase the maximum tax credit award. In the Hours Worked field

Note: See the Information page to consider the circumstances where the new weekly hours will increase the maximum tax credits award

  • If they do, go to step 17
  • If they do not, go to step 19
17Check whether the claimant informed you of the change within 3 months of the change, from the information already provided

Note: The change may have occurred more than 3 months before today’s date but has not yet been applied

  • Make a note of the date, go to step 19

For example

Today’s date is the 20-05-2007, the date you processed the change. The claimant informed you on the 20-03-2007 that they left their main job on the 18-01-2007 has another job recorded on the system working 5 hours a week and started a new main job on the 21-01-2007. The change is now more than 3 months before today’s date but the claimant informed you within 3 months of the change

18If the total hours
  • Both before and after the job changed qualified them for WTC, go to step 20

For example

If a lone claimant with a child informs you on the 30-04-2007 that they left their main job on the 05-03-2007 (working 16 hours a week) has another job recorded on the computer working 4 hours a week, and started a new main job within 7 days on the 09-03-2007 (working 25 hours a week) the total hours both before and after the job changed qualified them for WTC

  • Either before or after the change or both before and after the change did not qualify them for WTC, go to step 21

For example

If a lone claimant with a child informs you on the 30-04-2007 that they left their main job on the 05-03-2007 (working 17 hours a week) has another job recorded on the computer working 4 hours a week, and started a new main job within 7 days on the 09-03-2007 (working 11 hours a week) the total hours before the change (not both before and after) only qualified them for WTC

19If the change will increase the maximum award, the claimant did not tell you within 3 months and they
  • Qualified for WTC both when they ended their ‘old’ job and started the new job (the date notified is today), go to step 24
  • Qualified for WTC both when they ended their ‘old’ job and started the new job (the date notified is before today), go to step 25
  • Did not qualify for WTC both when they ended their ‘old’ main job and started a new job (the date notified is today), go to step 26
  • Did not qualify for WTC both when they ended their ‘old’ main job and started a new job (the date notified is before today), go to step 27

In all other cases if the claimant

  • Qualified for WTC both when they ended their ‘old’ main job and started a new job, go to step 22
  • Did not qualify for WTC both when they ended their ‘old’ main job and started a new job, go to step 23

  • Enter the total hours for the other job(s) in the Hours field (the weekly hours worked between the end of the ‘old’ job and start date of the new)
  • Click on the [OK] button. You will be taken to the Work Details screen
  • Click on the [OK] button. You will be taken to the Amend Finish screen
  • Go to step 28

28In the Amend Finish screen
  • Enter the date the notification of the change was received
  • Enter the source of the change as paper or telephone
  • Enter the reason for the change as ‘Change of Circumstances’
  • Click on the [OK] button. The computer will accept the change of circumstances and will apply the change at the effective date
  • If the message ‘S18 Refinalisation Rules – Potential inappropriate refinalisation for CCYY–CCYY. If you have the authority to refinalise under S19, S20 or S21 of the Tax Credit Act 2002 or due to an appeal decision. Press OK to process the change or Cancel’ displays

If you can make the change

  • Click on the [OK] button on the message

Then

  • If you have ended the 'old' employment at steps 8, 9, 10, 11, 12 or 14 you will now need to replace this with a new main employment . Return to the appropriate step and continue with the actions for the rest of that step
     
  • If entitlement to WTC no longer exists, go to step 29
     
  • If entitlement to WTC still does exist, go to step 31
  • If the message ‘S18 Refinalisation Rules – Actual Income for CCYY-CCYY is required. This change will not be accepted’ displays

If you can make the change

  • Click on the [OK] button on the message

Then

  • If you have ended the 'old' employment at steps 8, 9, 10, 11, 12 or 14 you will now need to replace this with a new main employment . Return to the appropriate step and continue with the actions for the rest of that step
     
  • If entitlement to WTC no longer exists, go to step 29
     
  • If entitlement to WTC still does exist, go to step 31
  • If the message ‘S18 Refinalisation Rules – You do not have the authority to refinalise CCYY-CCYY. This change will not be accepted. Please refer to the appropriate team’ displays
  • The changes you are making will refinalise the claim
     
  • Click on the [Cancel] button. You will be taken to the Amend Application Details screen
     
  • Click on the [Cancel] button
     
  • When the message ‘All changes to the application will be lost for this session, do you wish to proceed?’ displays, click on the [Yes] button
     
  • Pass the case to a Level 2 User or your manager. For more information on Level 1 and Level 2 users, see Level 1 and Level 2 User Roles

Where the claimant’s total hours have fallen below 16 and entitlement to WTC no longer exists, they will continue to receive WTC for 4 weeks starting from the day after entitlement ended

  • Complete the Entitlement Ended stencil and send via Taxpost (This text has been withheld because of exemptions in the Freedom of Information Act 2000)

  • Use Function MAINTAIN HOUSEHOLD NOTES to enter the following

NC20 Referral sent DDMMYY to process 4 week run on payment’

Note: Where the claimant’s total hours fall below 16 hours then their entitlement to childcare costs will also cease.
