Claimant No Longer
Lives Or Works In The UK (AG)
To deal with a
change of circumstances where
the claimant is going to live and / or work outside the
UK, consider steps 1 -15 below.
The guide is presented as follows
Initial action
| 1 | Before making any changes
to the claim, you must follow the guidance in
Establish If A Change Can
Be Made. This is to confirm if the change(s) can be made
Then, if the change(s) can be made
- Is the claimant is going to
- Live or work in the
EEA, go to step 13
- Live and / or work outside the EEA, go to step 2

Claimant going to live and / or work outside the
UK and EEA
| 2 | If the claimant has
reported a change to their
- Address only or to their work details and their address
Then
- Work details only, go to step 3

Check status of the claim
| 3 | Use Function VIEW
APPLICATION and go to the Application Summary screen to check the
status of the claim to which the change of circumstances is to be
made
If the status is
- ‘Rejected’ or ‘Withdrawn’, go to step 4
- ‘Logged’, ‘Partially Captured’ or
‘Awaiting Award’, go to step 5
- ‘Award Issued’ or ‘Finalised Award’, go
to step 8

Status is ‘Rejected’ or
‘Withdrawn’
| 4 | The change cannot be made
- Invite the claimant to make a new claim with the amended
information on. Follow the guidance in
Invite Fresh

Status is ‘Logged’, ‘Partially
Captured’ or ‘Awaiting Award’
| 5 | To make the change you
will need the following information
- Contact telephone number
- Which claimant the change relates to
- Date employment in the UK ceased, if appropriate
- Is the move temporary or permanent, if temporary, how long will
they be out of the country for
- Have they been posted overseas by a UK employer, if yes, for
how long
- Will they be self employed in the UK
- New employer or change of employment address
- Number of hours worked

- If you do not have all the information, go to step 6
- If you do have all the information, go to step 7

| 6 | Contact the claimant for
any missing information or to clarify any points that are not
clear. Follow the guidance in
Contacting The
Claimant
- If you are able contact the claimant and obtain the missing
information, then
- If the move is actually a permanent change to the
claimant’s residence and the claimant is going to live
outside the EEA, ask the claimant for their new address, if they
have one and then go back to step 2
Otherwise
-
If you are not able to contact the
claimant and obtain the missing information, go to step 14
|
| 7 | Use Function AMEND
APPLICATION, choosing the Change of Circumstances option
- Go to the Free Format screen
- Enter the reason for the change and the details you hold
- Enter any other relevant information
- Click on the [OK] button
Then
Note: The changes will be stored on the Free Format screen.
Once the claim has been awarded this will create an entry on the
'Unprocessed Change Of Circumstances' Work List

Status is ‘Award Issued’ or
‘Finalised Award’
| 8 | To make the change you
will need the following information
- Contact telephone number
- Which claimant the change relates to
- Date employment in the UK ceased, if appropriate
- Is the move temporary or permanent, if temporary, how long will
they be out of the country for
- Have they been posted overseas by a UK employer, if yes, for
how long
- Will they be self employed in the UK
- New employer or change of employment address

- If you do not have all the information, go to step 9
- If you do have all the information, go to step 10

- If you are able contact the claimant and obtain the missing
information, then
- If the move is actually a permanent change to the
claimant’s residence and the claimant is going to live
outside the EEA, ask the claimant for their new address, if they

Otherwise

If you are not able to contact the
claimant and obtain the missing information, go to step 14

| 10 | Use Function AMEND
APPLICATION, choosing the Change of Circumstances option to make
the changes to the appropriate claim. Follow the guidance in
Left Only Job And Not Starting A New
Job
- If the computer does not allow you to make the change because
the effective date is invalid or too far in the future, go to step
11
- If a message appears indicating a household breakdown and the
effective date of the change is later than the award end date, go
to step 14
Otherwise
- When you have made all the necessary changes
- Click on the [OK] button. You will be taken to the Amend Finish
screen
Note: If the [OK] button is not available, make the changes
on the appropriate screen and then go to another screen and click
on the [OK] button in that screen

Effective date invalid or in the future
| 11 | If you attempt to make a
change where the effective date is too far in the future, the
computer will not allow you to make the change
Note: For information on when you can make a
change where the effective date is in the future, follow the
guidance in
Future Dated Change Of
Circumstances
- If the effective date is too far in the future
- Contact the claimant and advise them to contact you again when
the change has occurred. Follow the guidance in
Contacting The
Claimant
Then

Amend Finish
| 12 | On the Amend Finish
screen, enter the
- Date the notification of the change was received
- Source of the change, for example telephone or paper
- Reason for the change as ‘Change of Circumstance’
or 'Designatory', whichever is appropriate
- Click on the [OK] button. The computer will now automatically
accept the change of circumstances and will apply the change at the
effective date
Notes: The changes you have made in this function will not
be applied until you complete the Amend Finish screen and click on
the [OK] button
Note: The Received Date field will always default to
today’s date. You must enter the date the change of
circumstances was notified, not the date the change is actioned. If
there is more than one notification date, then the earliest
notification date must be entered
Note: If there is more than one source of change, you must
enter the original source which started the process. For example,
if you are processing a paper correspondence change of
circumstances and a Work List item, and the paper correspondence
date stamp is earlier
than the Work List item
creation date, then you
must enter the source of the change as 'paper'
- If the message ‘S18 Refinalisation Rules –
Potential inappropriate refinalisation for CCYY–CCYY. If you
have the authority to refinalise under S19, S20 or S21 of the Tax
Credit Act 2002 or due to an appeal decision. Press OK to process
the change or Cancel’ displays
Then, if you can make the change
- Click on the [OK] button on the message
- Go to step 13
- If the message ‘S18 Refinalisation Rules – Actual
Income for CCYY-CCYY is required. This change will not be
accepted’ displays
Then, if you can make the change
- Click on the [OK] button on the message
- Go to step 13
- If the message ‘S18 Refinalisation Rules – You do
not have the authority to refinalise CCYY-CCYY. This change will
not be accepted. Please refer to the appropriate team’
displays
- The changes you are making will refinalise the claim
- Click on the [Cancel] button. You will be taken to the Amend
Application Details screen
- Click on the [Cancel] button
- When the message ‘All changes to the application will be
lost for this session, do you wish to proceed?’ displays,
click on the [Yes] button
- Pass the case to a Level 2 User or your manager. For more
information on Level 1 and Level 2 users, see
Level 1 and Level 2

- Take no further action
- If none of the above messages display, go to step 13

| 13 | Complete form TC649 with
the following information
- Claimants name
- Claimants
NINO
- Contact telephone number, if known
- Any other changes reported in addition to the change of address
or employer
- If the claimant is going to live and work outside the EEA and
you have amended the address details, note whether their employment
has also ended
- If the claimant is going to work for a UK employer abroad, note
the details of the employer
- If the claimant is going to be self employed in the UK
And
- The effective date of the change(s)

- Send the form TC649 noted '
