Death of A Claimant Referred To Priority 1 Team (AG)

To deal with the death of a claimant referred to the Priority 1 Team, consider steps 1 - 8 below. The guide is presented as follows

1If the death of the claimant was notified to you by
  • Child Benefit Office (CBO), use Function VIEW APPLICATION to see if a claim to tax credits has been made
  • If a claim has been made, go to step 8
  • If no claim has been made, clerically BF for 28 days and then check again to see if a claim has since been made. If no claim has been after 28 Days, take no further action
  • The Tax Credit Office (TCO), go to step 2
  • An Enquiry Centre, go to step 2
  • A Contact Centre (CC), go to step 2
  • Netherton, go to step 2
  • The Department of Work and Pensions ( DWP) or a Job Centre Plus (JCP) office in Great Britain or the Department for Social Development ( DSD) or a Social Security Office (SSO) in Northern Ireland, go to step 2

2Use Function VIEW APPLICATION to determine if a claim to tax credits has been made. If you can see that
  • A claim has not been made
  • Minimise the screen
  • Click on the Child Benefit On Line (CBOL) icon on your desktop

Then

  • Go to step 3
  • A claim has been captured and the status of the claim is 'Award Issued'
  • Minimise the screen
  • Click on the CBOL icon on your desktop

Then

  • Go to step 3
  • A claim has been captured and the status of the claim shows that he award has not been issued
  • Make a note of the reason why the award has not been issued
  • Minimise the screen
  • Click on the CBOL icon on your desktop

Then

  • Go to step 3

Go to top of page  Check to see if child benefit claimed

3In CBOL, use CB0006 (dialogue 6)
  • Enter the claimant NINO

Note: You may have to enter the surviving partner's NINO, if applicable

  • Press [Enter] on the keyboard

Then

  • Go to step 5
4If a Child Benefit reference number
  • Is shown, go to step 5
  • Is not shown, go to step 6
5Return to the CBOL menu page and access CB0004 (dialogue 4)
  • Enter the Child Benefit reference number
  • Press F4 on your keyboard to access the Child Details screen
  • Check that a Child Benefit claim has been made
  • If you have confirmed that a Child Benefit and a tax credits claim has been made, go to step 7
  • If you have not confirmed that a Child Benefit and a tax credits claim has been made, go to step 8
6If you have confirmed that no claim to Child Benefit has been made and
  • A tax credits claim has been made, go to step 8
  • A tax credits claim has not been made, then no NTC computer action is required, take no further action

7Access the Form TC649A template on your Desktop and complete the following details
  • The executor, guardian or surviving partners details
  • The name of the deceased claimant

And

  • The date of death of the claimant

Then

  • Save the form TC649A on your desktop
  • From your Start menu open a standard e-form WAM referral
  • Enter the claimant's surname in both Taxpayer fields
  • Select 'Other' from the Work Area field
  • Enter the claimants NINO in the NINO field
  • Click on [Attachment] on the e-form
  • In the Add Attachment box, select 'Look In' [Desktop]
  • Click on the form TC649A on your desktop to highlight it
  • Click on [Open]. The attachment will appear on the e-form template
  • Click on [To] on the e-form template
  • Select 'Child Benefit Office - WAM' from the Office WAM box
  • Click on [OK]
  • Click on [Send]. The WAM referral will be issued to CBO

Note: These cases are dealt with by a specialist team who will contact the executor, guardian or surviving partner for proof of their identity

Then

  • Go to step 8
