Returning To Full Time Non-Advanced Education (AG)

To deal with a child or young person returning to Full Time Non-Advanced Education (FTNAE), or an approved training scheme following a period in which they ceased FTNAE or approved training, consider steps 1 - 12 below. The guide is presented as follows

1Before making any changes, follow the guidance in Establish If A Change Can Be Made

Then, if the change(s) can be made

Check that you have been provided with the following information for the child or young person that is returning to FTNAE or an approved training scheme

  • Surname
     
  • Forename
     
  • Date of birth (DOB)
     
  • Date the child or young person is returning to FTNAE or an approved training scheme
     
  • Date claimant notified us that the child or young person is returning to FTNAE or an approved training scheme

For example: The date of a letter notifying us of the change or the date the claimant notified the change to an Enquiry Centre

Note: If a young person starts a non-advanced course or approved training scheme after their 20th birthday, you must establish the date they actually enrolled on that course/scheme. If they enrolled before their 19th birthday, they can be included in the calculation of entitlement for the claimant

Note: To check if a course is non-advanced, see ‘Full Time Education Course Details’ on the Child Benefit and Tax Credit Offices’ intranet site

  • If you have been provided with all the information, and
  • The claimant has indicated that the child is living outside the United Kingdom (UK), go step 10

Otherwise

  • Go to step 3
  • If you have not been provided with all the information, go to step 2

Note: If the claim has been rejected, you must invite the claimant to make a fresh claim. Follow the guidance in Invite Fresh Claim. Take no further action

2Contact the claimant by telephone for the missing information you need

Follow the guidance in Contacting The Claimant
  • When contacting the claimant also ask
  • The type and level of the course, if applicable
     
  • If the child is living in the UK
  • If you obtain the missing information, and the child is living outside the UK, go to step 10

Otherwise

  • Go to step 3
  • If you cannot obtain the missing information after following the normal reminder cycle, go to step 11

3Use Function AMEND APPLICATION choosing the 'Change of Circumstances' option
  • Go to the Applicant Details screen

And then

  • Go to step 5

Note: If you are taken to the Select Application screen, this will mean that there is more than one claim for this claimant. For example, cases where a household breakdown has occurred and the claimant has re-applied. Where the Select Application screen is displayed, you must select the claim(s) affected by this change. You will then be taken to the Applicant Details screen

  • Go to the Free Format screen

And then

  • Go to step 4
4In the Free Format screen, enter the following details
  • Child’s surname
  • Child’s forename
     
  • Type and level of course, if supplied
  • Actual date that the child returned to FTNAE or an approved training scheme
     
  • If young person is 20 years old, record the date they enrolled for the full-time, non-advanced course / approved training scheme
  • State that the child is returning to FTNAE or an approved training scheme, following a gap in their education
  • Date claimant notified us that a child is returning to FTNAE or an approved training scheme

Then

  • Click on the [OK] button

And

  • Go to step 9

Note: The changes will be stored on the Free Format screen. Once the claim has been awarded, this will create an entry on the ‘Unprocessed Change of Circumstances’ Work List

5In the Applicant Details screen
  • Go to the Child Details screen
  • Click on the relevant child to highlight it
  • Click on the [Correction] button. The Correction Child screen will display
  • Enter the actual date that the child returned to FTNAE or an approved training scheme in the Full Time Education Start Date field

For example: A child aged 17 returned to FTNAE or an approved training scheme on 21/10/2007, you must enter 21/10/07

Then

  • Go to step 6

Note: When you have entered the date in the Full Time Education Start Date field, the computer will automatically set the date in the Include From field in the History screen. This date may not be correct

6If the date the child returned to FTNAE or an approved training scheme is
  • More than 3 months prior to today’s date, go to step 7
  • Within 3 months of today’s date
  • Click on the [OK] button. You will be returned to the Child Details screen

And

  • Click on the [OK] button. You will be taken to the Amend Finish screen. Go to step 9
7If the date the child returned to FTNAE or an approved training scheme is more than 3 months prior to today’s date, consider the date that the claimant notified you about this
  • If the claimant notified you that the child is returning to FTNAE or an approved training scheme within 3 months of the date they returned to education, payment can be backdated
  • Go to the History screen and change the date in the Include From field to the same date as the date in the Start Date field, go to step 8

For example: A claimant tells us on 15/09/2007 that their child aged 17 is returning to FTNAE. Today’s date is 20/12/2007. The child starts FTNAE or an approved training scheme on 08/09/2007 and so the date in the Start Date field is 08/09/07. The date in the Include From field must be changed to 08/09/07. This means the signal effective date will be backdated to 08/09/07 and payment will be considered from this date

  • If the claimant did not notify you that the child is returning to FTNAE or an approved training scheme within 3 months of the date they returned to education, payment will be restricted to 3 months prior to the date of notification
  • Go to the History screen and change the date in the Include From field to a date that is precisely 3 calendar months prior to the date of notification, go to step 8

Note: As the computer will not know the date of notification it may not set the correct date in the Include From field

For example: A claimant tells us on 12/08/2007 that an older child has joined the family on 12/08/2007. Today’s date is 20/08/2007. The child is 17 and has returned to FTNAE following a gap. The date in the Start Date field is 07/05/2007. You must change the date in the Include From field to 3 calendar months prior to the notification date of the new child, which is 12/05/2007

  • If a child is returning to education and you are notified of this today, the date in the Include From field will be set correctly by the computer and you will not need to amend it, go to step 9

8To change the date in the Include From field
  • Select the Full Time Education History checkbox
  • Click on the [History] button. The History screen will display
  • Click on the appropriate entry to highlight it
  • Click on the [Change] button. The change screen will display
  • Enter the appropriate date in the Include From field
  • Tab down to the next field

Note: The [OK] button will be disabled until you tab down to the next field

  • Click on the [OK] button. You will be returned to the History screen
  • Click on the [OK] button. You will be returned to the Correction Child screen
  • Click on the [OK] button. You will be returned to the Child Details screen
  • Click on the [OK] button. You will be taken to the Amend Finish screen, go to step 9

9In the Amend Finish screen
  • Enter the date the notification of the change was received
  • Select ‘Paper’ from the Source drop down menu
  • Enter the reason for the change as ‘Change of Circumstances’
     
  • Click on the [OK] button
  • If the message ‘S18 Refinalisation Rules – Potential inappropriate refinalisation for CCYY–CCYY. If you have the authority to refinalise under S19, S20 or S21 of the Tax Credit Act 2002 or due to an appeal decision. Press OK to process the change or Cancel’ displays

Then, if you can make the change

  • Click on the [OK] button on the message
     
  • Go to step 11
  • If the message ‘S18 Refinalisation Rules – Actual Income for CCYY-CCYY is required. This change will not be accepted’ displays

Then, if you can make the change

  • Click on the [OK] button on the message
     
  • Go to step 11
  • If the message ‘S18 Refinalisation Rules – You do not have the authority to refinalise CCYY-CCYY. This change will not be accepted. Please refer to the appropriate team’ displays
  • The changes you are making will refinalise the claim
     
  • Click on the [Cancel] button. You will be taken to the Amend Application Details screen
     
  • Click on the [Cancel] button
     
  • When the message ‘All changes to the application will be lost for this session, do you wish to proceed?’ displays, click on the [Yes] button
     
  • Pass the case to a Level 2 User or your manager. For more information on Level 1 and Level 2 users, see Level 1 and Level 2 User Roles
     
  • Take no further action
  • If none of the above messages display, go to step 11
10If the claimant reports that their child is living outside the UK
  • Complete form TC649 with the following information
  • Claimant's name
     
  • Claimant's NINO
     
  • Claimant's address
     
  • Contact telephone number, if known
     
  • Details of the change of circumstances

And

  • The effective date of the change
  • Send the form TC649 noted ‘Complex Case – Change of Circumstances’ by Tax Post to the European Economic Area (EEA) team(This text has been withheld because of exemptions in the Freedom of Information Act 2000)
     
  • Go to step 11
