Child / Young Person Left Education And Registered With A Qualifying Body (AG)


When you are made aware that a child or qualifying young person has left full time non advanced education (FTNAE) or approved training and registered with a qualifying body, consider steps 1 – 14 below. The guide is presented as follows

1Before making any changes to the claim, follow the guidance in Establish If A Change Can Be Made
Then
  • If the change(s) can be made, go to step 2
2When you are notified that a child or young person has left FTNAE or approved training and registered with a qualifying body, check that you have the following information regarding the child or young person
  • Name
     
  • Date of birth (DOB)
     
  • Date they left FTNAE or approved training
     
  • Date they registered with a qualifying body
Also if the child or young person has started
  • Paid work of 24 hours or more a week
     
  • Advanced education or non approved training
     
  • Getting Income Support, income based Job Seekers Allowance, income-related Employment and Support Allowance, Incapacity Benefit or tax credits in their own right
     
  • Approved training by means of a contract of employment or FTNAE provided by an employer for any office they hold
And
  • Obtain the date any of the above occurred
Note: If the young person reaches 18 before the end of the 20 week period, payment of tax credits stops the day before their 18th birthday

Note:
There is no requirement for the child or young person to do anything other than register with a qualifying body
  • If you do not have all the information, go to step 3
     
  • If you have all the information, go to step 4
3Contact the claimant by telephone for the missing information. Follow the guidance in Contacting The Claimant
  • If you obtain the missing information, got to step 4
     
  • If you are unable to contact the claimant by telephone
  • Send form TC664 to the claimant for the missing information
     
  • Set a clerical BF date of 14 days
Then
  • Go to step 13
Note: If you cannot obtain the missing information after following the normal reminder cycle, go to step 13

4Use Function AMEND APPLICATION selecting the Change of Circumstances option
  • Enter the NINO in the Key entry Data screen
     
  • Select the All checkbox
     
  • Click on the [OK] button. You will be taken to the Applicant Details screen
Note: If you are taken to the Select Application screen, click on the claim affected by this change to highlight it and then click on the [OK] button. You will then be take to the Applicant Details screen
  • Check the status of the claim
  • If the claim is pre award, go to step 5
     
  • If the claim is post award and you have been notified that the child or young person has
  • Registered with a qualifying body, go to step 6
     
  • Entitlement ends before the 20 week period expires, got to step 11
  • If the claim is withdrawn or rejected, invite the claimant to make a new claim with the new information. Follow the guidance in Invite Fresh Claim

5If the claim is pre award
  • When the message ‘Details must be recorded on the Free Format screen. Do you wish to proceed?’ displays, click on the [Yes] button. You will be taken to the Free Format screen
     
  • Enter the reason for the change. For example, ‘Child has registered with connexions’ and the details required from the list below
  • Name
     
  • Date of birth (DOB)
     
  • Date they left FTNAE or approved training
     
  • Date they registered with a qualifying body
Also if the child or young person has started
  • Paid work of 24 hours or more a week
     
  • Advanced education or non approved training
     
  • Getting Income Support, income based Job Seekers Allowance, income-related Employment and Support Allowance, Incapacity Benefit or tax credits in their own right
     
  • Approved training by means of a contract of employment or FTNAE provided by an employer for any office they hold
And
  • Record the date any of the above occurred
Then
  • Go to step 14

6Note: If the date the child or young person registered with a qualifying body is more than 3 months from the date they ceased FTNAE or approved training they are not eligible for the run on

If the claimant
  • Notified you within 3 months of the date the child or young person left FTNAE or approved training that they had registered with a qualifying body, go to step 7
For example: A claimant tells you on 15/09/2007 that a young person aged 17 years is registered with a qualifying body. Today’s date is 20/12/2007. The young person left FTNAE on 20/06/2007 and registered with a qualifying body on 08/09/2007. As they registered and you were notified of that registration within 3 months of the young person leaving FTNAE the date in the Start Date field is 20/06/2007
  • Did not notify you within 3 months of the date the young person left FTNAE or approved training that they had registered with a qualifying body, the change cannot be accepted, go to step 13
For example: A claimant tells you on 09/03/2007 that a young person aged 16 years registered with a qualifying body on 20/11/2006 after leaving approved training on 16/11/2006. Although the young person registered within 3 months of leaving approved training, you were not notified by the claimant until more than 3 months later. Therefore you cannot enter the change on the computer

7Has the child left FTNAE prior to the 1st September following their 16th birthday

Example
  • Child's DOB is 27/07/1991 and they left FTNAE on 01/06/07. The child is 15 years old
     
  • Child's DOB is 27/07/1991 and they left FTNAE on 16/08/07. The child is 16 years old
  • Yes, go to step 8
     
  • No, go to step 9

Go to top of page  Left FTNAE prior 1 September following 16th birthday
 
8If the child left FTNAE prior to the 1st September following their 16th birthday, CTC will continue to be paid until 31st August. Manually calculate the 20 week run on

For example: Child aged 15 or 16 years left FTNAE on 01/06/07. CTC will automatically continue to be paid until 31/08/07. They registered with a qualifying body on the 16/07/07 and the CTC claimant notified you of this on 23/07/07. You would use the day after they left FTNAE to calculate the 20 week run on. The 20 week period runs from 02/06/07 to 19/10/07
  • If the manually calculated run on end date is prior to the 1st September, go to step 13
Note: If the end date is prior to the 1st September following the child’s 16th birthday no further action is required as CTC will already be being paid until 31st August
  • If the manually calculated run on end date is after the 31st August
  • In Function AMEND APPLICATION, on the Applicant Details screen
     
  • Select ‘Ch’ on the toolbar menu. You will be taken to the Child Details screen
     
  • Click on the child that the change relates to, to highlight them
     
  • Click on the [Correction] button. You will be taken to the Correction Child screen
     
  • Enter 01/09/YY (the applicable year) in the Connexions Start Date field
     
  • If the message ‘3 month restriction applied to include from date. Check if correct’ displays, you will need to go to the History screen to amend the Include From date
     
  • Click on the [OK] button on the message to delete it
     
  • Enter the calculated end date in the Connexions End Date field
For example: In the above example you would enter 01/09/2007 in the Start Date field and 19/10/2007 in the End Date field

Then
  • If the History screen needs amending, go to step 10
Otherwise
  • Go to step 12
Notes:
  1. The run on is payable for 20 weeks
     
  2. Entitlement to tax credits ends if the child or young person starts
  • Paid work for 24 hours or more a week
     
  • Advanced education or non approved training
     
  • Getting Income Support, income based Job Seeker’s Allowance, income-related Employment and Support Allowance, Incapacity Benefit or tax credits in their own right
     
  • Approved training by means of a contract of employment or FTNAE provided by an employer for any office they hold
Or
  • They reach 18 before the end of the 20 week period and payment stops the day before their 18th birthday

Go to top of page  Left FTNAE after 1 September following 16th birthday
 
9If the child or young person left FTNAE after 1 September following their 16th birthday

For example: The child or young person aged 16 or 17 years leaves FTNAE on 09/04/2007 and registers with a qualifying body on 26/04/2007 and you are notified before 08/07/2007 of this
  • In Function AMEND APPLICATION, on the Applicant Details screen
     
  • Select ‘Ch’ on the toolbar menu. You will be taken to the Child Details screen
     
  • Click on the child that the change relates to, to highlight them
     
  • Click on the [Correction] button. You will be taken to the Correction Child screen
     
  • If an end date has not already been entered in the Full Time Education End Date field, enter an end date
     
  • Enter a start date in the Connexions Start Date field as the day after FTNAE or approved training ended. The computer will automatically populate the 20 week end date
  • If the message ‘3 month restriction applied to include from date. Check if correct’ displays, you will need to go to the History screen to amend the Include From date to the same as the Start Date field, go to step 10
     
  • If the message does not display
  • Click on the [OK] button. You will be taken to the Child Details screen
     
  • Click on the [OK] button. You will be taken to the Amend Finish screen
     
  • Go to step 12
Notes:
  1. The run on is payable for 20 weeks
     
  2. Entitlement to tax credits ends if the child or young person starts
  • Paid work for 24 hours or more a week
     
  • Advanced education or non approved training

10To change the date in the Include From field
  • Select the Connexions History checkbox
     
  • Click on the [History] button. The History screen will display
     
  • Click on the appropriate entry to highlight it
     
  • Click on the [Change] button. The Change screen will display
     
  • Enter the appropriate date in the Include From field
     
  • Tab down to the next field
Note: The [OK] button will be disabled until you tab down to the next field
  • Click on the [OK] button. You will be taken back to the History screen
     
  • Click on the [OK] button. You will be taken back to the Correction Child screen
     
  • Click on the [OK] button. You will be taken back to the Child Details screen
     
  • Click on the [OK] button You will be taken to the Amend Finish screen
     
  • Go to step 12

11If you are notified that a child or young person has started
  • Paid work of 24 hours or more a week
     
  • Advanced education or non approved training
     
  • Getting Income Support, income based Job Seekers Allowance, income-related Employment and Support Allowance, Incapacity Benefit or tax credits in their own right
     
  • Approved training by means of a contract of employment or FTNAE provided by an employer for any office they hold
Note: If the young person has taken up approved training that has been agreed with the Department for Children, Schools and Families (DCSF) (formerly called the Department for Education and Skills (DfES)) or re entered FTNAE, complete the action in the rest of this step and then follow the guidance in Returning To Full Time Non-Advanced Education
  • In Function AMEND APPLICATION, on the Applicant Details screen
     
  • Select ‘Ch’ on the toolbar menu. You will be taken to the Child Details screen
     
  • Click on the child that the change relates to, to highlight them
     
  • Click on the [Correction] button. You will be taken to the Correction Child screen
     
  • Amend the date in the Connexions End Date field to the day before the date the child or young person started any of the above
     
  • Click on the [OK] button. You will be taken back to the Child Details screen
     
  • Click on the [OK] button. You will be taken to the Amend Finish screen
     
  • Go to step 12

Go to top of page  Amend Finish
 
12On the Amend Finish screen
  • Enter the date the notification of the change was received
     
  • Enter the source of the change, for example telephone or paper
     
  • Enter the reason for the change
     
  • Click on the [OK] button. The computer will now automatically accept the change of circumstances and will apply the change at the effective date
Note: The changes you have made in this function will not be applied until you complete the Amend Finish screen
  • Click on the [OK] button
  • If the message ‘S18 Refinalisation Rules – Potential inappropriate refinalisation for CCYY–CCYY. If you have the authority to refinalise under S19, S20 or S21 of the Tax Credit Act 2002 or due to an appeal decision. Press OK to process the change or Cancel’ displays

Then, if you can make the change

  • Click on the [OK] button on the message
     
  • Go to step 13
  • If the message ‘S18 Refinalisation Rules – Actual Income for CCYY-CCYY is required. This change will not be accepted’ displays

Then, if you can make the change

  • Click on the [OK] button on the message
     
  • Go to step 13
  • If the message ‘S18 Refinalisation Rules – You do not have the authority to refinalise CCYY-CCYY. This change will not be accepted. Please refer to the appropriate team’ displays
  • The changes you are making will refinalise the claim
     
  • Click on the [Cancel] button. You will be taken to the Amend Application Details screen
     
  • Click on the [Cancel] button
     
  • When the message ‘All changes to the application will be lost for this session, do you wish to proceed?’ displays, click on the [Yes] button
     
  • Pass the case to a Level 2 User or your manager. For more information on Level 1 and Level 2 users, see Level 1 and Level 2 User Roles
     
  • Take no further action
  • If none of the above messages display, go to step 13
13Use Function MAINTAIN HOUSEHOLD NOTES and select the ‘General’ category to record the action you have taken
