System Functions - Commonly Asked Questions (Info)

Below is a table containing a list of System Functions that will affect you the most. It also tells you what the System Function does and what will happen if it does not run for some reason.

Notes:

  • If a System Function has too much work to process, then the item of work will be put into a queue
  • When a case is held in the queue for a specific function, then the effect on that case is the same as if that function was not available
FunctionWhat does it do?What if it does not run?
PXCEThis function loads claims submitted from the internet or scanned at the RDC facility at Netherton onto NTC core. Runs a set of basic checks on the information held for that case. When a case passes through

PXCE one of two things happens:

  • The case passes all the checks and goes into the queue for PXPA and the claim status changes to Awaiting Award
  • The case fails one or more of the checks and an 'Incomplete Application' Work List entry is generated in the appropriate Management Unit
  • The claims submitted on the internet or scanned at Netherton cannot be viewed on NTC
  • No new 'Incomplete Application' Work List entries are created
  • 'Incomplete Applicaton' Work List items worked by the operator clear from the work list
PXCAThis is the function used to manually capture claims for example  where an operator copies information from a claim form onto the NTC computer. When an operator has captured a claim the option for what happens next are the same as above.PXCA has never been unavailable, but if it were to be the effects would be the same as for PXCE above.  However,  it would only effect manually captured claims
PXPAThis function assesses a case against a set of validation rules. Claims passing through this function can have one of three outcomes:
  • A high level verification failure is detected. An entry will be generated on the ' Verification Failures'  Work List and the case will go no further until this verification failure is resolved. Claim status remains at 'Awaiting Award'
  • A low level verification failure is detected. An entry is generated on the 'Verification Failures' Work List. The claim status changes to 'Award Issued' and the case joins the queue for PXCS
  • No verification failures are detected and the case joins the queue for PXCS. The claim status changes to 'Award Issued'
  • No new 'Verification Failures' Work List items can be created
  • If high level verification failures are worked on.   The computer will show the amended information but the verification failure will not be cleared from the work list
PXCSThis function applies change of circumstances to claims to ensure that the details submitted to assess the claim on are the latest ones we hold

All claims that pass through the functions above must pass through PXCS before an award can be calculated

This function is the one which clears low level verification failures from the work list. Claims can pass beyond this function and into payment even if there are still low level verification failures present on the claim

  • No new claims can pass through the function which calculates the award
  • Low level verification failures will not be cleared from the work list even when the user has updated the information held on the computer
PXCDThis function calculates the amount of the award based on the data provided by PXCS. At this point if the operator views the award, the unissued box will be checked/ticked and no issued date will be present.PXCD has never been unavailable but if it were to be then no new claims would have an award present which the operator could view.
PXAN/ PXBNThese two functions effectively do the same thing. They take the award data produced by PXCD and convert it into a format which can be used to produce an award notice

Once a claim has passed through one of these functions an issued date will be displayed on the computer and the unissued box will no longer be checked/ticked

These functions produce print files which are sent to a print centre where the notification is produced and despatched.

  • No new print files will be produced, therefore no new award notifications will be issued
  • Claims which have had an award calculated will still go into payment at the appropriate time even though an award notification has not been issued


Summary

By looking at the status of a claim you can tell which stage of the process it is at. The table below summarises this.

Awaiting AwardThere is a priority entry on the 'Verification Failures' Work List. This case cannot be awarded until all priority verification failures have been cleared.
Award IssuedAll priority verification failures have been cleared and this claim is in a position for the award calculation to take place. There may be low level verification failures present but these will not prevent the case from going into payment.

Within 'Award Issued' there are three possible scenarios

  • There is no award available to view. This means that the award has not yet been calculated
  • There is an award available to view but the unissued box is ticked. This means that the award has been calculated but that no award notification has been issued
  • There is an award present and the unissued box is not ticked. This means that the award notification has been issued.  An issued date will be present on the view award screen
Finalised AwardThis indicates that the award is no longer current for example a change or correction to the claim details mean
  • That there is no longer entitlement

Or

  • That the level of entitlement has changed for example because a new child has entered the household
RejectedThe claim has been rejected. If you click on the [Reason] button you will be able to see the reason(s) for the rejection
