To carry out pre capture checks on new claims for tax credits,
consider steps 1 to 8 below
| 1 | If
- The claim form has been returned from Compliance, capture the
claim using the
Manual Capture Helpcard
- The Severe Disabled Element (SDE) spreadsheet has been returned
from Compliance, go to step 6
- The claim form is a photocopy
- Complete the claim form letter and send it to the claimant with
the photocopied form
- Take no further action
- The claim has a Priority 1 date stamp or an attachment saying
the claimant,
partner or
child has died
- Put the claim form and any accompanying correspondence in a
polylope and send them to
the Tax Credit Office Priority 1 Team

- Take no further action
- You have received a printed Rapid Data Capture (RDC) image for
a claim on the ‘PXCE Listings’ Work List, go to step 2
- The claim has been referred to the Manual Capture Team for any
other reason, go to step 2

data been provided to capture the claim?

- Surname and date of birth
- Complete letter TC646
- Staple the pages of the claim form together
- Cross out any date stamps on the form and mark it MDS
Then
- Return the claim form to the claimant
- Take no further action
- Has the same handwriting or address as other claims, go to step
4
- Does not have the same handwriting or address as other claims,
go to step 3

| 3 | Check the claim for
identity fraud. Follow the guidance in
Identity Fraud
Note: the Identity Fraud guidance is regularly
updated, you must ensure you are using the latest version of the
guidance
- Is there evidence of identity fraud?
- Yes, do not capture the claim, go to step 4
- No, go to step 5

| 4 | Complete the Organised
Fraud spreadsheet and email it to Claimant Compliance
- Complete the header sheet with the date and number of claims
included
- Bundle the claims, no more than 25 per polylope, and send them
to Claimant Compliance

claim form been ticked?
- Complete the SDE spreadsheet with the claimant’s details
- Email the spreadsheet to Claimant Compliance
- BF the claim form to await the capture instructions from
Compliance

| 6 | Retrieve the claim from
BF
- Complete a form TC648 to record the Compliance instructions for
capturing the SDE details

| 7 | Check if
- The claimant or
partner is serving a
custodial sentence?
- The claimant or partner is in a
polyandrous or
polygamous
marriage?
- There are more than 18 children on the claim form?
- If any of the above apply, go to step 8
- If none of the above apply, send the claim form or RDC image to
the Intelligent Manual Capture Team
