Referral To CTFO When A Child Is Removed From The Household - Nominated Officers Action (AG)

To deal with cases that require referral to the Child Trust Fund Office (CTFO) because appeals action results in a child being removed for the whole period of an award, consider steps 1 to 7 below. The guide is presented as follows

1Details of cases that require referral to CTFO will be sent to you in an e-mail from the Appeals Officer containing the following information
  • Claimant’s surname
  • Claimant’s forename
  • Removed child’s surname
  • Removed child’s forename
  • Removed child’s date of birth
  • If any information is missing, go to step 2

Otherwise

  • Go to step 3
2Contact the Appeals Officer to obtain the missing information
  • If you obtain the missing information, go to step 3
  • If you cannot obtain the missing information or the Appeals Officer is unavailable
  • Request they send the full details of the case in a new e mail
  • Delete the original e mail
  • Take no further action

3Open the Excel spreadsheet entitled ‘Children removed on appeal - Referral to CTFO’
  • Enter the information from the e-mail and any additional information from the Appeals Officer in the corresponding column on the spreadsheet

Note: The spreadsheet may open on the information page. If this is the case, click on the Spreadsheet tab at the bottom of the screen

  • Delete the e-mail from the Appeals Officer

Then

  • Go to step 4

  • Today is the last working day of the month, go to step 5
  • Today is not the last working day of the month
  • Close the spreadsheet and save the changes you have made
  • Set a BF date for the last working day of the month
  • Take no further action

5When the BF date is reached on the last working day of the month
  • Open the Excel spreadsheet entitled ‘Children removed on appeal - Referral to CTFO’, if you have not already done so
  • If the spreadsheet contains no entries
  • Mark across the columns used for the case details ‘Nil Return’ in capital letters and then go to step 6
  • If there are entries on the spreadsheet, go to step 6
6E-mail a copy of the spreadsheet to CTFO
  • (This text has been withheld because of exemptions in the Freedom of Information Act 2000)
  • Set a BF date for 24 hours

Then

  • Go to step 7

7CTFO should acknowledge receipt of the e-mail within 24 hours
  • If CTFO do not confirm they have received the e-mail. Telephone CTFO to ask them why they have not acknowledged receipt of the e-mail (This text has been withheld because of exemptions in the Freedom of Information Act 2000)(This text has been withheld because of exemptions in the Freedom of Information Act 2000)
  • If the e-mail has not been received, go back to step 6
  • If the e-mail has been received
  • Clear all the entries on the spreadsheet
  • Delete all copies of the e-mail
  • Set a BF date for the last working day of the following month
  • If CTFO confirm they have received the e-mail
  • Clear all the entries on the spreadsheet
  • Delete all copies of the e-mail
  • Set a BF date for the last working day of the following month
