If a person is regularly spending at least 35 hours a week looking after someone who has been getting:
for at least 48 weeks of the tax year, they are entitled to HRP.
However, if they have been getting Carer’s Allowance
for that year, they will have been getting credits each week and
will not need HRP.
As DWP will not have a record of the carer, unless they are
on Income Support, HRP is not awarded automatically but must be
claimed using form CF411. Time limits may apply, see

The HRP awarded to carers may go towards their State Second
Pension. Customers should contact DWP for confirmation of their
pension entitlement.
