NIM39710 - National Insurance Numbers (NINOs): Roles and Responsibilities: NINO Board
The NINO Board is a cross-departmental committee responsible for
ensuring a common line of accountability for the management and
control of NINOs including the Child Reference Number. It provides
continuing assurance of the integrity of the NINO and ensures that
appropriate security standards are maintained.
It is chaired jointly by DWP and HMRC with representation to
provide a broad base of knowledge and expertise across both
departments (policy, operations and IT) to allow the Board to
perform its role effectively.
The NINO Board:
- sets the overall policy for the NINO including agreement on:
- the purpose
- the issue
- the entitlement
- the use of the NINO by other Government Departments
- access to the data underpinning the number by other Government Departments
- its control, ensuring that all data protection and exchange of information requirements are met
- provides assurance on the integrity of the NINO to include agreement:
- on the standards for issue, use and control of NINOs
- that the processes and mechanisms in place provide assurance that those standards are adequate and complied with
- that work is commissioned and undertaken to improve NINO integrity as appropriate
- that the work is consistent with the agreed policy objectives, and targeted at areas of the highest priority with due regard to risks and costs.
