NIM39325 - National Insurance Numbers (NINOs): Registration of a new NINO: Adult Registration: applying for a NINO through DWP's Jobcentre Plus

This guidance applies to:

  • adults who were not issued with a number under the Juvenile Registration processes, see NIM39300, and
  • children who have not been part of a Child Benefit claim see NIM39320.
  • People coming in to the UK from abroad

In order to get a NINO, they must satisfy legislative criteria.

They must be either:

  • working, about to start work or actively seeking employment, or
  • making a claim to benefit, or
  • be entitled to and wish to pay voluntary Class 3 NICs
  • be referred by student loan company.

They must attend an "Evidence of Identity interview" at a local DWP JobcentrePlus office where they must be able to prove that they are who they say they are and that they satisfy the criteria for needing a NINO.

The Jobcentre Plus interviewing officer will usually complete security form CA5400 Application for a NINO on behalf of the applicant who will then sign the form. (Applicants may complete the form themselves if they wish.) The form is countersigned within DWP and passed to a DWP Central Control Unit (CCU) together with copies of supporting identity documents for allocation of a NINO on DCI (DWP’s Departmental Central Index). The papers are then referred to HMRC NICO NI Registration section to create a full NI account on NIRS and arrange the issue of a NINO card.

This process is supported throughout by a series of robust security checks.
