MLR1PP8830 - Penalties Guidance: Step 3(4): Calculating the additional starting penalty: Stage 3

The third stage is to decide if the penalty is going to be calculated using the single penalty method or the separate penalty method. If the single or standard penalty method is going to be used the remaining guidance in this section should be followed. This method is also explained in more detail in MLR1PP9400 

The separate or multiple penalty method is not recommended for TCSPs and ASPs, but there will be occasions when it can not be avoided.
