MLR1PP8820 - Penalties Guidance: Step 3(3): Calculating the additional starting penalty: Stage 2

The second stage is to establish the number of relevant clients during the relevant period following the guidance in MLR1PP8850 

We will also need to establish if the number of relevant clients in a typical 12 month period is less than 1,000. If this is applicable there will also be an additional scale charge. See MLR1PP8900 for further guidance about this.
