MLR1PP8800 - Penalties Guidance: Step 3(1): Calculating the additional starting penalty: Introduction

The third step is to calculate the additional starting penalty for the relevant period. This is a simple matter of applying the cumulative scale charge and any additional scale charge to the correct number of clients. The scale charge tables are in MLR1PP9000 

Calculating the correct number of clients is however more complex and the following stages must be followed to ensure this is as accurate as possible. The onus once again is on the business to provide any specific details which are required by us; otherwise we will make a determination of these figures.
