HMWARE4010 – System for Exchange of Excise Data (SEED): What is SEED?


The SEED (System for Exchange of Excise Data) application is the UK response to the requirements that were laid down in Council Directive 92/12/EEC Article 15a, requiring the provision of a method for each member state to be able to confirm the validity of Excise warehouse approvals in each other member state. Each member state is bound by specific file definitions and the manner in which the data is to be exchanged, which allows freedom to develop individual systems, while still maintaining the facility to transfer data electronically between member states.

The UK database currently holds details on the approvals of all Excise Warehouses (this includes those also approved as Customs Warehouses, although it does not hold in isolation specific details on Customs Warehouses – that information is available from Customs and International Directorate), Authorised Warehousekeepers, Registered Excise Dealers and Shippers (REDS) and other Tax Warehouses.
