HMFSA2200 - General information: What legislation allows us to require financial securities for general securities?

CEMA 1979 section 157 (1A) states:

“…the Commissioners may...require any person to give security...by bond, guarantee or otherwise…for the observance if any condition in connection with customs or excise.”
