ESM2013 - Agency workers: two agencies but one worker

Attempts to avoid the agency legislation by interposing two or more persons between the worker and the client do not succeed - and this is so even where one or more is resident abroad. This is because the legislation merely requires the worker to be supplied 'by' or 'through' the agency.
