I have tried to use COP function AU and have received a message to say ‘You are not authorised to use this transaction’

This is a function with a higher than usual degree of security, to use AU you must

  • be a grade Higher Officer and above
  • have a COP security badge allocated to your COP ID
  • have a badge reader
  • have the badge reader setting in your profile
  • be set up in the office with permission to use AU.

Note: An operator at Officer grade can be set up to use AU if this is an operational necessity, the Officer must be otherwise ‘offline’ from other COP/CODA/Claims taxpayer and employer functions. In these circumstances the appointment must be authorised and documented by a Higher Officer.

My badge isn’t working

This could be because the badge is defective or the badge reader is defective. Try another badge reader. If the badge works in the second reader, report the defective reader to ESS. If the badge does not work in a known ‘good’ badge reader you will need to be allocated a new badge.

What number range should I expect to see on a COP badge

000001 to 009999 (original range) 60000 onwards (new range issued from approximately 2002)

What do I do when I get the new badge?

When the new badge is received, the first user or the deputy (with a working badge) should use function AU to tell COP the number of the newly allocated badge and note the establishment file titled “Authorised users list”. This file should show the following: -

  • Officers identity
  • Officers name
  • Position
  • Badge number
  • Date of issue
  • Signature of issue
  • Date of withdrawal

How do I transfer a badge?

Check whether the previous holder of the badge comes in the list before the new holder. (The list is in alphabetical order of the holder’s identities). If the previous holder does come first you can use the same transaction to take them off the list and add the new holder. If the previous holder does not come first use 2 transactions of AU, the first to take off the previous holder and the second to add the new holder.

Ask the badgeholder to sign in the establishment file for the badge, do this both at issue and withdrawal.

Is it OK to delete a user in AU and then use CTRL & A to exit the system to avoid a print out and therefore save paper?

No, when using AU you must always obtain a print out after pressing ‘enter’. The reason is, if you exit AU without fully completing the transaction you will cause problems on the operator record table and be locked out of AU.

We do not have a deputy and the first user is absent

There must always be at least two badge holding officers with access to functions AU & IP as a minimum in the office or management unit. When one is absent a deputy must be appointed in advance.

The first user has left, the deputy is absent and we have not set up another badge holding privileged user with access to AU.

First check the establishment file and see if there is any other user or deputy set up in another MU who can help.

In multi Management Unit (MU) offices a privileged First User in any MU can set up and amend users in the other MUs within that office by entering * followed by the MU in the details box of prime format immediately after the abbreviations INSP, RE (for example INSP*02). In the event that one first user accesses the MU of another first user it is essential that the transactions are authorised and documented in the establishment file

I am the first user, locked out of COP and need a password reveal/reset.

Check the establishment file to see who else is set up. There may be another badge holder on another Management Unit with the necessary authority to reveal the password. If no badgeholder available, please contact COP business help desk on 01952 296777

How long will it take to reveal a password?

Another first user badgeholder in the office or MU can reveal the password straight away.Password reveal/reset requests to ASPIRE can take up to 48 hours but can be quicker if the case is extremely urgent.

How long does it take to set up a first user if there is nobody in any MU with the necessary authority?

This should only be done as the last resort as ASPIRE need to book time on their database to make the changes. This can only take place at weekends or evenings when they take the system down, again it could take up to 48 hours. Please contact the COP Helpdesk on 01952 296777.

Before the request is made ASPIRE will obtain a print out of all badge holding operators at a specified office. When this has been done the COP Helpdesk will ask the office if they know of any of those COP ID’s that are still present in the office, they will also need to know if the badges shown on the database are still held in the office.

Which functions have prohibitions?

RL must only be given to the appointed Repayment Security Officer (RSO) Officer grade. The RSO must use a security badge and the RSO must not be able to use RA.

TX can only be given to an appointed operator Higher Officer or fully trained Officer grade. The Deletion Officer must use a security badge. The Deletion Officer must be “off line” that is outside normal day to day work and management chain of cases to be deleted.

AU is usually only be given to a Higher officer or above. The authorised user must use a security badge.

AX can only be used by a

  • Higher Officer or above or
  • fully trained Officer but only to enter or amend details of Assistant Officers.
